TESTING• AND SPECIAL INSPECTION SERVICES FOR SUPERIOR COURT ANNEX,

SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
I. RECOM ENDATION
APROVE the First Amendment to the Consulting Services
Agreement - for testing and special inspection services with
Smith-Emery Company for .the Superior Court Annex, Martinez,
and AUTHORIZE the Director of General Services to execute the
Amendment, which will increase the scope of services and the
payment limit.
II. FINANCIAL IMPACT
Approval of this Amendment will increase the encumbrance for
testing and special inspection services from $20,618 . 00 to
$42,718. 00., an increase of $22,100. 00. The County will be
reimbursed for costs incurred under this agreement. The
reimbursement will be from the construction fund established
under the Trust Agreement with the Contra Costa County Public
Facilities Corporation, dated June 1, 1986, providing for the
delivery of - the 1986 Certificates of Participation for
Capital Projects IV and V. Also, a portion of the increased
costs may be backcharged to the Construction contractor.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND
A. On. August 18, 1986, the Purchasing Services officer
approved. a Consulting Services Agreement with Smith-Emery
Company, South San Francisco, California, for testing and
special inspection services for concrete, masonry,
structural steel, and glass fiber reinforced concrete
(GFRC) panel work.
B. •. The time required for testing and special inspection is a
function of the general contractor ' s schedule, methods
and sequence of construction, which are all beyond the
control , of the testing and inspection consultant. The
general contractor' s operation and the actual time
required. to construct the building caused the testing and
inspection consultant to exceed the estimated hours
required to provide adequate service. Consequently, it
is necessary to increase the hours and the payment limit.

1. Increase the time allowed for field inspection of
steel erection and GFRC panel attachment work.
2. Perform full-time concrete inspection instead of the
limited concrete inspection outlined in Consulting
Services Agreement.
3 . Increase the time allowed for field inspection and
reinspection of deficient welding of structural
steel.
C. It was necessary. to expand the scope of work to include
inspection of fireproofing, which was not in the
Consulting Services Agreement, to satisfy code
requirements and insure proper installation.
