SUBJECT: Support for AB 3647 - Friedman Food Stamp Outreach
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
That the Board of Supervisors adopt a position supporting AB
3647- Friedman, "Food Stamp Outreach" as amended; and,
Further that the Board authorize the County Welfare Director
to send letters to the County's legislative delegation and
appropriate legislative committees outlining our support for
AB 3647 as amended.
BACKGROUND
Existing law on Food Stamps specifies that it shall not be
construed to authorize County Food Stamp Outreach programs.
Thus, County Food Stamp Outreach programs specifically
intended to assist Homeless persons or Homeless Shelters may
not be considered by the State as reimbursable.
The Federal McKinney Homeless Assistance Act requires local
Food Stamp Outreach programs as well as funding for such
programs.
AB 3647 ensures that County Food Stamp Outreach efforts would
be reimbursable. It specifically would require the State
Department of Social Services to establish rules/regulations
for such Food Stamp Outreach programs thus eliminating any
ambiguity that Counties may directly receive McKinney Homeless
Assistance Act reimbursement.
AB 3647 would ensure annual training to shelter operators on
Food Stamps; costs to provide such training would be .
reimbursable. The training would aid Shelter operators in
understanding Food Stamp eligibility and in coordinating
efforts between the County Social Service Department and
Shelter operators.

The bill was amended in committee eliminating a requirement
that eligibility staff be physically located in Shelters.
Coordination of eligibility for various categorical aid
programs is better achieved if persons go to Social Service
Offices for aid determinations. This eliminates duplication
of efforts and ensures that applicants ' eligibility for
multiple programs is not overlooked.
