SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION -
RECOMMENDATIONS:
1 . Create a 22-member Task Force on Self-Esteem and Prevention
of Community Problems to carry out the responsibilities
outlined in Assembly Concurrent Resolution 64 (Resolution
Chapter . 77, Statutes of 1987) .
2 . Designate the seats on the Task Force as follows:
A parent selected by the PTA .
A school teacher selected from among those who apply
A representative from the Alcoholism Advisory Board
selected by the AAB
A representative from the Drug Abuse Board selected
by the DAB
A representative from a group addressing violence,
abuse or suicide, selected from among those who

b. Encourage the development of new or expanded programs

self-esteem, strengthen family values, and reduce the

C. ,Maintain a close working relationship with the State
Task Force on Self-Esteem and Personal and Social
Responsibility and cooperate fully with the State' s
activities.
d. , Prepare a work program for,.the 1988-8.9 fiscal year for
review by the Internal Operations Committee and the
Board of Supervisors.

5 . Direct the County Administrator to solicit applications
and/or, nominations for the seats on ..the Task Force and
forward to, the Internal Operations Committee all
applications -except those for appointment by the individual
Board Members, which should be sent to the individual Board
Members ' offices.
6 . Authorize the County Administrator' s staff to cooperate in
establishing . the Task Force and in providing sufficient .
professional ' and clerical support to get the Task Force
formed and working, at which time such support should be
discontinued except for incidental advice and support from
the members. of the Technical Advisory Committee.
BACKGROUND:
On February 23 , 1988- and March . 8 , -1988, the Board of Supervisors .
referred to our Committee the issue of whether or not to
establish a Task Force on Self-Esteem as is requested in ACR 64
(Vasconcellos) .
Our Committee has met on two occasions with a number of
individuals . from, the community and representatives of advisory
boards to consider the formation of' such a Task Force, its
composition, -and an appropriate charge to the Task Force. Staff
have also met with many of the same individuals to provide
suggestions 'for. the composition of a Task Force.
At- our meeting on May 9.', 1988,. our Committee reviewed the two
. attached reports from the County Administrator's Office: one
outlining the process followed by the .group of citizens which
worked on the . composition. of the Task Force, and the other
'summarizing one .possible scenario for a Task, Force. We also
received comments from a number of individual citizens, some of
whom expressed the concern that the expenditure of public funds
in support of such ' a Task Force would tend to undermine the
responsibility of the family to resolve many of the problems
outlined' in ACR 64 ' Most individuals who were present at our
meeting, however, enthusiastically support the formation of a
Task Force.
We believe that the formation of a Task Force; which we have
renamed the Task .Force on Self-Esteem and Prevention of Community
Problems, should have as its major focus the identification of
programs which by -improving individual self-esteem can assist
government in reducing- public expenditures in - the areas of crime,
violence, drug and alcohol abuse, teen pregnancy, child abuse,
chronic welfare* dependency, and the failure of children to learn
up to their potential. We believe that such a Task Force can
identify programs,- ,many of which will be in the -prevention area,
which can assist in this objective. We also believe .strongly
that these programs should support and strengthen the role of the
family in avoiding . many of the identified problems outlined in
ACR 64.
We believe that this Task Force need not and should not have
substantial financial support from 'county government. We expect
the Task Force, once it .has been formed and has started working,
to solicit private and corporate donations to support this
ongoing work.
Instead of including County staff on the Task Force as was
recommended.; we would prefer to reduce the size of the Task Force .
by forming a Technical Advisory Committee of County staff who can
meet with and support the efforts of the Task Force without
having to commit significant amounts of county time and resources
to the work .of the Task Force.

We would urge the , County Administrator to solicit applications
for the various seats on the, Task Force as quickly as possible
and would. then urge each member of . the Board 'of Supervisors to
make their appointments to the Task Force as quickly as possible.
.Included in our recommendations is one requiring the Task Force
to formulate a work program which our Committee can then review
beforeforwarding it to the Board of Supervisors for final
approval. This will insure that the work plan receives adequate
public input on all sides of the issue and that the Task Force
continues working in directions which are supportive of the Board
of Supervisors ' . goals.

a copy of ACR 64 . Based on the composition recommended by ACR
64, the recommendations made by the ''group which met May 4, and
the expressed interest in having the Task Force conform as
closely as possible to ACR 64, it is our recommendation that, if
a Task Force is to be created, it consist of the following:

Also attached is a memo from Battered Women' s Alternatives
indicating their interest in participating in the work of the
Task Force.

In accordance with your Committee' s request at your meeting on
April 25, 1988, George Johnson andi I met with a group of 17
citizens and County staff concerned with the composition of the
proposed Task Force.
George Johnson summarized the existing Board Resolutions on
Advisory Boards, including the open meeting requirements and the
requirements of the Maddy Act. There was general agreement that
the Task Force should be as broadly !based as possible and should
represent the racial, ethnic, and geographic distribution of the
County. In addition, there was a strong feeling that the
disabled, gay and lesbians, people who have experienced problems
te with lack of self-esteem, and people'; with broad knowledge in the
field, need to be represented on the Task Force. Also, there was
a general consensus that various County departments need to be
represented as is outlined in Assembly Concurrent Resolution No.
64 and the County Administrator' s report to your Committee dated
April 25, 1988 .
The group brainstormed on the types of groups which should be
represented in one way or another on ,a Task Force on Self-Esteem.
The following 41 groups were identified through this
brainstorming mechanism:

Individuals were next asked to name their five highest priority
groups from the above list. The nine groups receiving the
highest number of votes included the following:

The group asked that we emphasize to your Committee that the fact
that a particular group received no votes did not mean there was
no support for their being represented on the Task Force, but was
rather a reflection of the limitation on the number of priorities
each individual could have.
The group also agreed that those groups represented in ACR 64
should be reflected in this County' s Task Force so that the
County' s Task Force at least reflects the representation
recommended in ACR 64 .
The group felt that the Task Force should include approximately
25 members. However, this number was agreed to before
consideration was given to including representatives of County
departments. Since the County Administrator ' s report to your
Committee included eight County departments, it may be
appropriate to consider that the group recommended a Task Force
totaling 33 members, including the eight County departments .
We believe that the consensus of the group that met was that the
Task Force must include representatives from the nine categories
listed above which received the largest number of votes. In
addition, the Task Force should include the eight County
departments listed in the County Administrator' s report. The
balance of the Task Force should be allocated in equal numbers
among the five members of the Board of Supervisors (probably
three appointments each) with the strong recommendation that
these appointments be made from among the 41 categories listed
above, and that these appointments insure geographic, ethnic, and
racial balance on the Task Force.
