SUBJECT: Cost of County Share for the Yuba City Students Memorial Coun"3'
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. Approve an expenditure, not exceeding $1, 500 for the creation of
a memorial of the Yuba City students who died in a bus accident in
May 1976 . The proposed memorial, consisting of a grove of Bishop
Pine trees, a bench and a placard identifying the memorial, is to be
located at the Martinez Regional Shoreline within the jurisdiction of
the City of Martinez.
2. Acknowledge with thanks the cooperation extended by the East Bay
Regional Park District and the City of Martinez in the process of
plan development, site ' selection and cost sharing for the proposed
memorial..
FINANCIAL IMPACT:
The County' s expense involved in this joint project with the City of
Martinez will not exceed $1, 500 .
REASONS FOR RECOMMENDATIONS/BACKGROUND:
On the recommendation of Supervisor McPeak, the Board of Supervisors
ordered that the County Administrator and the Director of the
Community Development Department work with the representatives of the
City of Martinez for the creation- of a memorial for the Yuba City
students who died .in a bus accident at the Marina Vista off-ramp on
May 21, 1976.
After several meetings and presentations of different proposals and
plans for a memorial, the East Bay Regional Park District (EBRPD) and
the City of Martinez have agreed to allow the use of a site on the
Martinez Regional Shoreline within the city' s jurisdiction.

Total cost of the proposed memorial, consisting of a grove of Bishop
Pine trees, a bench under the trees and a placard identifying the
memorial, is estimated to be approximately $3 ,000.
The City of Martinez has been requested to share 500 of the cost.
The remaining 500 of the cost, i.e. , an amount not exceeding $1 , 500,
will be the County' s share.
Funds are available within the Community Development Department' s
budget and the staff recommends approval of this expenditure.
The proposed memorial will be located within the jurisdiction of the
City of Martinez and will be maintained by the city at no cost to the
County.
During the process of the plan development and site selection for the
proposed memorial, full cooperation was extended by the EBRPD and the
City of Martinez, both at the appointed/elected official level and at
the staff level. It is recommended that their cooperation be
acknowledged with thanks.
It is proposed to have a ceremony at the memorial site in the
Martinez Regional Shoreline Park on May 21, 1988 (anniversary of the
accident) at 10: 30 A.M.
CONSEQUENCES OF NEGATIVE ACTION:
If the expenditure for the proposed memorial is not approved now the
cost for the same memorial may be considerably more at a later stage.
