DATE: May 10, 1988 PQU* APPROVING FIRST AMENDMENT TO CONSULTING SERVICES A SUBJECT: TESTING AND INSPECTION SERVICES FOR STRUCTURAL IMPROVEMENTS AT FIRE STATIONS NO. 1 AND NO. 2, MORAGA, AND ADDITION AT FIRE STATION. NO. 2 (WH881B) SPECIFIC REQUEST S) OR RECOMMENDATION(S) &-BACWRMND,AND JUSTIFICATION I. RECOMMENDATION APPROVE •the First Amendment to the Consulting Services Agreement for testing and inspection services for Structural Improvements at Fire Stations No. 1 and No. 2, and Addition at Fire Station No. 2, Moraga, with Testing Engineers, Inc. , dated August 13, 1987, and AUTHORIZE the Director of General Services to execute the Amendment, which will increase the scope of services and the payment limit. II. FINANCIAL IMPACT Approval of this Amendment will increase the encumbrance for testing and inspection serviced from $17,149.00 to $30,149.00. This cost will be covered by the Moraga Fire Protection District. A portion of the increased costs may be backcharged to the construction contractor. III. REASONS FOR RECOMMENDATIONS/BACKGROUND A. On August 13, 1987, the Purchasing Services officer approved a Consulting Services Agreement with Testing Engineers, Inc., Martinez, California, for testing and inspection services including continuous project inspection as required by the Essential Services Building Seismic Safety Act of 1986: B. The time required for testing and inspection is a function of the general contractor's schedule, methods and sequence of construction, which are all beyond the control of the testing and inspection consultant. The general contractor's operation and the actual time required to construct the building caused the testing and inspection consultant to exceed the estimated hours required to provide services. Consequently, it is necessary to increase the hours and the payment limit. Increase the time allowed for welding inspection to coordinate with the size and speed of the contractor's work force. 2.. Increase the time allowed for inspection and retesting of anchor bolts and reinforcing steel dowels which failed the initial testing. 3. Increase the time allowed for roofing inspection due to weather delays and leaks. 4. Increase the time allowed for project inspection, administration and engineering supervision to cover the revision in estimated project completion time from four months to approximately eight months. C. Also, it was necessary to expand the scope of work to include inspection and evaluation of extensive rain water damage which occurred during the time between the removal of the old existing roof and the completion of the new structural sheathing and roofing. 25501B04.27A GB:RDH:dt Page 2 of 2
