SUBJECT: Authorize the Issuance of a Warrant to the U.S. Army
Corps of Engineers, for the Walnut Creek Project, Flood
Control Zone No. 3B, Project No. 7520-6B8687
Specific Request(s) or Recommendation(s) & Background &
Justification
RECOMMENDATION ACTION:
AUTHORIZE the County Auditor-Controller to issue a warrant in the
amount of $250, 000. 00 payable to the Finance and Accounting
Officer, USAED, Sacramento as additional contributed funds other
costs for the period April through June 1988 for the Walnut Creek
Project. The warrant shall be prepared with the following
reference number: Cost Account #96X8862-FW197 .
FINANCIAL IMPACT:
At this time the Flood Control District is required to furnish an
additional $250, 000. 00 to complete the Third Quarter FY 1988
payment for relocations along Upper Pine Creek constructed by the
Corps of Engineers as part of the Walnut Creek project. Ninety
percent of the relocation cost is reimbursable from the Cali-
fornia Department of Water Resources.

REASONS FOR RECOMMENDATION/BACKGROUND:
By resolution dated January 21, 1958, the Board of Supervisors of
Contra Costa County gave assurances of local cooperation to the
Corps of Engineers for the Walnut Creek Project. Among these
assurances are requirements to pay in cash 7.4 percent of the
Federal project construction cost and to provide for the reloca-
tion of all roads, bridges and utilities required for the
project. The Corps of Engineers has agreed to include relocation
work in the Federal project at 100 percent local cost to be paid
as "Contributed Funds Other. "
CONSEQUENCES OF NEGATIVE ACTION:
Failure to authorize the issuance of a warrant would be cause for
the Corps of Engineers to stop further work on the Walnut Creek
Project.
