HomeMy WebLinkAboutMINUTES - 04051988 - S.1 TO: BOARD OF SUPERVISORS FROM: Supervisor Tom Torlakson Contra Costa DATE: April 5, 1988 County sueJECT: REVIEW OF CALTRANS PROCESS AND DELAYS IN STATE ROAD PROJECTS SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: Refer to the Transportation Committee to review proposed legislation by Assemblyman Richard Katz and in general the issue of state road projects and how projects can be accomplished more efficiently and more rapidly. Request that the Community Development Department (Transportation Planning Division) and the Public Works Department compile significant case examples of delays and problems with the state bureaucracy as well as bring forth their recommendations on additional legislation and suggestions that would help correct the problems in the system. Further, request these two departments get the input of City and County engineers and planners on this issue. BACKGROUND INFORMATION: Repeatedly we have run into situations where the county has acquired local funds for road projects on state highways only to have an enormous amount of time elapses in the development of those projects because of the intricacies of working with Caltrans. While Caltrans has ably assisted the county on some projects, I have felt a sense of frustration on the ones where delays should not have occurred. I recently spoke with Assemblyman Richard Katz, CTC Commissioner Joe Duffel and MTC Commissioner Steve Weir regarding the need to streamline the Caltrans process and allow more competitive bidding for work between Caltrans and private sector engineering and development firms. I believe we can meet all the necessary safety standards that the public expects and do the job of approving engineering and construction projects much more rapidly at much less cost. As the President of the Central Coast Supervisors Association, I initiated a conference and workshop on this matter two years ago. The findings from all of the counties in our area were similar in regards to the kind of frustration and problems of delay that I am referring to. Private sector engineering firms, county and city organizations would also be allowed to submit proposals that would be analyzed in terms of their comprehensiveness, timeliness and economy. TT:gro
