Diablo State Park SPECIFIC REQUEST(S) OR RECQMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: 1. Fix a date and time certain for the Board of Supervisors to hold a public hearing on the Mt. Diablo State Park Wildfire Management Plan which has been developed by the State Department of Parks and Recreation and the State Department of Forestry and Fire Protection. 2 . Direct the Chiefs of the Consolidated, East Diablo and Tassajara Fire Protection Districts not to indicate their concurrence with the Mt. Diablo State Park Wildfire Management Plan until the Board of Supervisors has held a public hearing on the Plan and has indicated its concurrence with the Plan. 3 . Request the Director of Community Development to review the Resolution proposed by Mr. and Mrs. . Sattler along with previous Resolutions adopted by the - Board of Supervisors expressing the Board' s concern with and support for the great natural resource represented by Mt. Diablo and forward the Board of Supervisors a proposed Resolution at : the time . the Board holds the public hearing on the Wildfire Management Plan for further consideration by the Board. The Resolution must recognize the need for the County to observe applicable State laws and the jurisdiction of the State Department of Parks and Recreation and the State Department of Forestry and Fire Protection. The Resolution must also reference the Wildfire Management Plan in such a way that the Plan can be revised from time to time as necessary to keep it up-to-date. 4 . Remove this item as a referral • to our Committee. BACKGROUND: On February 23 , 1988, the Board of Supervisors referred to our Committee a letter from Mr. and Mrs. William Sattler of Concord transmitting a proposed resolution relative to cattle grazing on Mt. Beat, District Superintendent of the State Department of Parks and. Recreation on March 28, 1988. Our Committee heard from Chief Maxfield his concern that if cattle grazing is eliminated from Mt. Diablo State Park that alternative fire protection measures be taken to abate growth of vegetation in areas that cause a risk to life and property. Chief Maxfield believes the Mt. Diablo State Park Wildfire Management Plan accomplishes this goal. His only concern is that alternative measures will cost money and are subject to the annual appropriations of the Legislature. Superintendent Beat indicated his department was in agreement with the plan, as did the Sattlers. Our Committee believes the public should have an opportunity to comment publicly on the Plan before it is concurred in by the Board-governed fire districts. We also believe that the Resolution presented by the Sattlers needs to be reviewed in light of previous positions taken by the Board and the agreement reached on the Wildfire Management Plan. We are asking that such a review take place and that a revised Resolution be presented to the Board, when the hearing on this issue is held by the Board. cc: County Administrator Chief Maxfield, Consolidated Fire Dist.
