Request the Health Services Director to investigate . any specific complaints from individuals or organizations regarding alleged health. and safety violations involving workers ' living, working, or eating conditions and report the results of his findings to our Committee on April 11, 1988 . 2 . Request the Director of Building Inspection to meet with Greg Feere from the Building and Construction Trades Council, other appropriate labor members ' whom Mr. Feere wishes -to involve, Dean La Field of the Building Industry Association, and other industry representatives Mr. La Field wishes to involve, to discuss the adequacy of the building codes in of fect in this County and suggest to the Board of Supervisors any needed changes which come to the attention of any of the participants. 3 . Encourage Steve Roberti of the Central Labor Council, Greg Feere of the Building and Construction Trades Council, and other labor leaders they wish to involve, to meet with Dean La Field of the Building Industry Association, and other industry representatives whom Mr. La Field wishes to involve, to discuss the composition of and charge to a fact-finding Task Force on Out-of-State and Out-of-Area Workers and report their recommendations to our Committee on April 11, 1988 at 7:30 A.M. in ,the Board Chambers. 4 . Request the County Administrator to report to our Committee April 11, 1988 on how such a Task Force can be staffed. 5 . Leave this item on referral to our Committee. Our Committee met on March 28, 1988 with a broad cross-section of representatives from labor organizations and industry in the . County. Unfortunately, the labor and industry representatives had not had an opportunity to meet because of schedule conflicts. However, all expressed 'a willingness to meet and discuss areas of mutual interest, although Mr. La Field reemphasized the position stated in his letter of March 8 that BIA would not meet on wages and hiring practices and that, therefore, this would preclude discussion of out-of-area and out-of-State workers. Our Committee continues to believe that it is the responsibility of the Board of Supervisors to inquire into ,the impact workers from outside of the area or out-of-State may be having on the economy of .the County. We need to know facts about whether there are more or fewer such workers in the County than there have been in the past. We need to assess what impact they are having on the economy of the County. We need to know if there are unsuitable or unsanitary living conditions involved, and whether these workers and their families are going hungry. We are asking the labor and industry representatives to try to meet in the next two weeks and report back to our Committee on April 11. In the meantime, there have been allegations of violations of health and sanitation regulations which we . want reported to the Health Services Director, investigated, and the results reported to our Committee on April 11. We are also prepared to develop a charge to a fact-finding Task. Force on out of-State and Out-of-Area workers and a recommended composition for such a Task Force. We need to have the County Administrator report to our Committee April ll on how such a Task Force might be staffed. At our meeting on March 28, there were also allegations that the County did not have, or was not exercising, sufficient inspection jurisdiction over construction in heavy industrial areas of the County. The Director of Building Inspection joined our meeting and indicated that his staff did inspect buildings constructed in heavy industrial areas. In order to investigate this area more thoroughly, we are asking the Director of Building Inspection to meet with Mr. Feere and Mr. La Field and review the present building codes applicable in the unincorporated area of the County and share with the Board of Supervisors any concerns they have, or areas in which they believe changes, in the codes are necessary.
