RECOMMENDATION
Accept report from Community Development Department Director on
cost of use of landfills in the Bay Area.

REASONS FOR RECOMMENDATION/BACKGROUND
At the March 22, 1988, Board meeting, the Board requested staff
to develop costs for use of other landfills in the Bay Area. The
Community Development Department has prepared a map showing land-
fills in the Bay Area. The costs to dispose at these landfills
could vary considerably, and the ultimate price Contra Costa
County would have to pay would be based upon detailed negotia-
tions. In order to simplify the assumptions in this analysis, we
have assumed that the disposal fee at all landfills will be the
same. For comparison purposes, Oakland Scavenger Company quoted
the Acme Fill Corporation a price of $15 per ton for disposal
cost and a $3 . 50 per ton fee to be paid to Alameda County. This
gives the total cost to dispose of $18. 50 per ton. It is likely
that similar types of costs would be negotiated with other
landfills.
If one assumes that the costs to dispose at all landfills are the
same, and that a transter station will be necessary in all cases,
the difference is in the cost of transporting waste via transfer
vehicles. we have assumed a cost of $3 .77 per ton-hour for
transfer vehicles. This is a 1989 cost which can be related to
costs included in. the March 2, 1988, memorandum from our depart-
ment to the Board on cost scenarios involving landfills in Contra
Costa County and the Altamont landfill.
The concentric circles shown in the map show the additional costs
to reach various landfills assuming theransfer station is
located at Acme Fill. /'
