Pursuant to Board of Supervisors ' Resolution No. 82/574, it
is by the Board ordered:
The members and alternates of the Contra Costa County General
Plan Congress shall file statements of economic interest using
Form 721 of the Fair Political Practices .Commission, with the
Community Development Department on or before May 2 , 1988.
I hereby certify that this is a true and correct copy of
an action taken and entered on the minutes of the
Board of Supervisors on the date shown.

SUBJECT: Conflict of Interest, General Plan Congress
The Board on March 29, 1988, referred to County Counsel the
request of the San Francisco Bay Chapter of the Sierra Club
requesting a conflict of interest code for the General Plan
Congress.
In an April 5, 1988 memorandum to the Board, County Counsel
commented on the general policy adopted by the Board (Resolution
No. 82/574) on conflict of interest and open meetings, applicable
to commissions appointed by the Board. The Board considered the
following options submitted by County Counsel:
1. Take no action at this time as General Plan Congress
members are required by the Board' s 1982 policy (part 2) "to avoid
even any appearance of conflict of interest. "
2. Under part 1(c) of the Board' s policy, members of the
General Plan Congress could be called upon to disclose assets and
income. Such disclosure would not be pursuant to state law, but to
the Board' s policy.
3 . Adopt a conflict of interest code for the General Plan
Congress pursuant to the Political Reform Act of 1974.
Board members considered the options and concurred that Option
No. 2 should apply and that members of the Congress should be
called upon to disclose assets and income.
The Board then proceeded to adopt the attached Order.
