Accept report on Safety and Security Issues in County Buildings. 2. Direct County Administrator and affected County agencies to continue , implementing measures now under way. FINANCIAL IMPACT: None identified at this time. However, as specific implementation measures are developed, funds would have to be identified. BACKGROUND/REASONS FOR RECOMMENDATIONS: On December 8, 1987, your Board referred the issue of . security at court facilities and other County buildings to the County Administrator. . In January, this Office gave your Board a report on this matter, indicating that certain measures had been taken and that others were in a state of being developed. In addition, we noted at that time that the Superior Court .had formed a Security Committee and was considering the issue of how to best handle, coordination of court security operations. This is a further status report on progress made in this area. The report is divided into two areas: 1) County buildings, and, 2) court facilities, including the Superior and Municipal Courts. 1, Security Issues in County Buildings The Sheriff's Department, Marshal`s Office and County Risk Management Office have identified, in cooperation with County Departments, a number of approaches that can be taken to improve the security in County buildings.- Suggestions were made that can be grouped into six categories: CONTINUED ON ATTACHMENT: XYES SIGNATURE; _X RECOMMENDATION OF COUNTY ADMINISTRATORRECOMMENDATION BOARD COMMITTEE _.._X APPROVE OTHER SIGNATURE(SI: ACTION OF BOARD ON A Yi1 r. v .. APPROVED AS RECosM'mENDED ' X,,."_ OTHER The Board received comments from Ronald Romo, 2240 Charlotte Avenue, Concord, and Jim Hicks, AFSCME, Locals 2700 and 512,1000-Court Street, Martinez. Mr. Hicks requested that-he be included in security meetings as..a representative of the employees in Locals 2700 and 512. The Board APPROVED the recommendations set forth above. AND COUNTY ADMINISTRATOR Marshal Director, General Services BY 12isk Management _,DEPUTY Department Heads Report on Safety and Security Issues in County Buildings April 4, 1988 Page 2 a) Knowledge as to dealing with adversarial and difficult people. b) Knowledge as to established security procedures. c) Better door security, key control, and control of public access to employee work spaces. d) Automobile vandalism and parking lot lighting. e) Information as to self-defense training. f) The use of glass partitions or other kinds of dividers between employees and the public in selected areas. With respect to items a) and b), Risk Management, in conjunction with the Social Service Department and the Sheriff's Department, has developed a training program for April 5 and April 7. With respect to item c), individual Departments have been instructed to address the need for such security measures that are relevant to their Department and to contact the General Services Department to make desired changes. Regarding item d), the Sheriff is working with police agencies in the areas affected to determine what measures can be taken to remedy this situation. With respect to item e), the Personnel Department will develop a list of training courses available in various kinds of personal security training and make such information available to all County employees. On item f), each Department that indicated a concern in this area has been instructed to work immediately with the General Services Department to implement the needed measures. 2. Court Security Issues Since our last review, the Grand Jury has issued its report on court security in the Superior Court, which was referred by your Board to this Office for review on March 22, 1988. Among a number of specific remedial suggestions, the Grand Jury report makes several recommendations on the assignment of responsibility for court security planning and the implementation of remedial measures. We have discussed these recommendations with the Superior and Municipal Court Judges and they agree that authority and responsibility in this important area should be more clearly delineated. The consultants' report on consolidating the Marshal's function . into the Sheriff's Department indicated that one of the benefits of such consolidation would be the ability to coordinate planning across Municipal and Superior Court lines. Given the number of court locations within the County, such coordination is desirable. Currently, the Sheriff is responsible for Superior Court courtrooms and the Marshal is responsible for the four Municipal Courts. On July 1, 1988, the Marshal will become the Assistant Sheriff of Court Services and will assume responsibility for security in all of the courts. The Grand Jury report in this respect reaffirms what your Board has set in motion. Given agreement by the Superior and Municipal Court Judges, with your Board's approval, this coordination can begin immediately. It should be mentioned that court security is defined to include the security of the various Juvenile Courts.
