RECOMMENDED ACTION: APPROVE the free use of the Field House and recreational facilities at the Bayo Vista housing development in Rodeo by the Martinez Boys and Girls Club and APPROVE matching funds of $15,000 per year, for the next three years from the Local Mangement Fund, to support the establishment of the Bayo Vista Boys and Girls Club, under the following two conditions: 1) The Boys and Girls Club will submit a progress report to the Housing Authority every six months; and, 2) A tenant from Bayo Vista will be on the Board of Directors of the Boys and Girls Club in Rodeo, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: A total of $52,500 in grant funding from the Boys Club of America will be provided. Additionally an application will be submitted to United Way to obtain approximately $15,000 of the remaining needed matching funds and a request will be submitted- to the Unocal Oil Company in Rodeo to obtain a $15,000 matching grant. To complete the funding needed to establish the club in Bayo Vista, the Housing Authority will commit matching funds of $15,000 per year for the next three years from the Local Management Fund. III. REASONS FOR RECOMMENDATION/BACKGROUND: Since October, 1986 Housing Authority staff has had a series of meetings with representatives of the Boys and Girls Club of Martinez to explore the possibility of establishing a Boys and Girls Club at or near the Bayo Vista housing development in Rodeo. Community meetings have been held to obtain community support. In addition, meetings have been held with United Way officials to obtain possible financial support. Dennis May, Executive Director of the Martinez Boys and Girls Club, has also met with representatives of several corporations in west county to enlist their financial support for a new club in Rodeo. Local Boys Clubs throughout the United States were invited to submit applications to compete for available new funding. Since the Martinez Boys and Girls Club and the Contra Costa County Housing Authority had been working together for nearly 18 months to establish a Rodeo club, this grant invitation provided an excellent opportunity to obtain initial start up funds to establish a club in Bayo Vista. The Martinez Boys and Girls Club submitted a grant application to the national and regional offices of the Boys Club of America. Site visits were made by Boys Club officials to discuss the individual applications submitted and to meet with Housing Authority staff and other local officials. A number of applications from throughout California and Arizona were submitted to the Pacific Region of the Boys Club. On March 9, 1988 the Boys and Girls Club of Martinez and the Housing Authority were notified that the proposed Bayo Vista site had been selected for funding as the club in the Pacific Region. This grant funding is for a two year period and with the possibility of a third year. A total of $52,500 will be provided. It is up to the local Boys and Girls Club to raise the local matching funds. The Boys and Girls Club will submit a Venture funding grant application to the United Way to obtain approximately $15,000 of the needed matching funds. Additionally, the Boys and Girls Club officials will submit a request to the Unocal Oil Company in Rodeo to obtain a $15,000 matching grant. To complete the funding needed to establish the club in Bayo Vista, the Housing Authority is being requested to provide: 1. Free use of the Field House, tennis courts, basketball court, and other recreational facilities at Bayo Vista. 2. Financial support of $15,000 per year for the next three years to serve as matching funds for the Bayo Vista club. The establishment of a Boys and Girls Club at Bayo Vista will serve as a tremendous resource for the youth who live in Bayo Vista and in Rodeo. With the financial and technical support being provided by the Martinez Boys and Girls Club, the Pacific Regional Office of the Boys Club, and the national office of the Boys Club of America, there is an excellent chance that Bayo Vista will succeed and be established for the Rodeo community as a permanent resource for youth programs. The proposed starting date for the Bayo Vista Club is June 1, 1988. The Budget Committee of the Advisory Housing Commission met at 5:00 p.m, on Monday, March 21, 1988 to discuss the remaining funding needed to establish the Boys and Girls Club in Bayo Vista and voted to recommend matching funds for three years to complete the necessary funding to establish the club in Bayo Vista. At its Regular Meeting on Monday, March 21, 1988, the Advisory Housing Commission voted to recommend the free use of the Field House and recreational facilities at the Bayo Vista housing development in Rodeo by the Martinez Boys and Girls Club and the provision of $15,000 per year in matching funds, for the next three years, from the Local Management Fund to support the establishment of the Bayo Vista Boys and Girls Club under the following conditions: 1) The Boys and Girls Club will submit a progress report to the Housing Authority every six months; and, 2) A tenant from Bayo Vista will be on the Board of Directors of the Boys and Girls Club in Rodeo. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not approve the free use of the Field House, tennis courts, basketball court, and other recreation facilities at Bayo Vista, as well as financial support in the amount of $15,000 per year for three years, to serve as matching funds, to establish the Boys and Girls Club in CAL 11-109 Bayo Vista, Rodeo the Housing Authority would lose an opportunity to assist not only the children of the low income families residing in Bayo Vista, but all of the children of the Rodeo community.
