Rainey, Sheriff-Coroner Costa DATE; Co^ March 23 , 1988 ' SUBJECT: Marine Patrol Boat Acquisition SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTIONS Authorize the Sheriff-Coroner, on behalf of the County, to enter into an agreement with the California State Department of Boating and Waterways for the purchase of a patrol boat and related equipment. Authorize the Sheriff-Coroner, on behalf of the County, to make and sign for any amendments to' the contract with the State which may come about in the grant. II . FINANCIAL IMPACT The State would provide a financial aid grant totalling thirty thousand dollars ( $30,000) to the County. The estimated cost to replace a recently decommissioned patrol boat assigned to the Sheriff ' s Marine Services Bureau is fifty-seven thousand dollars ( $57,000) . The Sheriff ' s Department has twenty-seven thousand dollars ($27 ,000) in a depreciation account on the recently decommissioned boat ( #8409) . The cost to the County is estimated at twenty-seven thousand dollars ( $27 , 000) IIL. REASONS FOR THE RECOMMENDATION/BACKGROUND One patrol boat is being decommissioned and another boat is needed to replace it. Over the past few years the Board of Supervisors and the Sheriff have made a strong commitment to the high level and quality of service to the boating public. Now, that the U. S. Coast Guard has closed the nearest station to Contra Costa County more service time will be .required of this County. This will mean that the six patrol boats which the Sheriff has will be needed even more. They have in the past given grants on the five present Sheriff ' s patrol boats which are operating. IV. CONSEQUENCES OF NEGATIVE ACTION The decommissioned patrol boat needs a new engine at a cost of eight thousand dollars ( $8,000) . It has five years of patrol work on it now. It is not in condition to repair and then be used for patrol. Any delay in replacing the decommissioned patrol boat will reduce the Sheriff ' s Department' s ability to serve the public. The State has the money now to grant to the County. The money may not be available at a later date. The building time for a new boat is from 90 to 100 days.
