Bragdon, C ltr Director of Community Development County 1.1n/ Costa DATE: March 23 , 1988 1 Wo 1 SUBJECT: Agreement with Smith, Gray & Company as Consultants � ��J on State Highway 4 and Willow Pass Project SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION Authorize the Chairman to sign an agreement with Smith, Gray & Company as consultants for a contractual amount not to exceed $100 ,000 in support, of County efforts to complete the improve- ments to State Route 4 over the Willow Pass. FINANCIAL IMPACT There will not be any financial impact to County funds. REASONS FOR RECOMMENDATION/BACKGROUND In an effort to begin planning for a BART. route to east Contra Costa County, initial negotiations began in 1986 and continued into 1987 between the County, BART and CALTRANS. Negotiations expanded to include the Department of the Navy regarding their requested closure of Port Chicago Highway and Waterfront Road through the Concord Naval Weapons Station and its impact on State Highway 4. Smith, Gray & Company have been consultants on this project and have successfully helped negotiate the initial fund- ing for further studies and required engineering design. To complete improvements to State Route 4, it is suggested that Smith, Gray & Company be retained under a new agreement in which they will continue as consultants into the necessary new phases of work as described within the "scope of work" of the agreement.
