Assists in the administration of the personnel system support function for the Regional Mental Health Programs. 1 . Reviews and recommends approval/denial by the Regional Director of all requests for personnel actions from program or unit supervisors within the Region. 2. Prepares formal requests for personnel actions for submission by the Regional Director to Division Administration. 3. Conducts personnel studies, analyzes staffing patterns, monitors monthly Personnel Information System reports, and makes recommen- dations to the Regional Director and Program Supervisors in all personnel matters. 4. Assists the Regional Director in organizational issues. Implement and. enforce County Departmental and Divisional Policies and Procedures regarding personnel. 5. Works together with Affirmative Action Officer and Coordinator to implement County Policy on affirmative recruitment and employment measures. 6. Researches personnel policies and procedures and MOU requirements, and advises Regional supervisory staff regarding personnel manage- ment issues, including disciplinary actions, grievance procedures. 7. Screens employment applications (for temporary candidates) for con- formance with job qualifications (minimum experience and education requirements) . 10% B. Assists the Regional Director in Budget preparation, negotiation and monitoring process for regional cost centers/programs. 1 . Assists in the preparation of regional programs annual budget pro- jection and operating requirements. Identifies needs for person- nel, space and equipment. Uses information and instructions provided by the Divisional Administrator and Department Accounting Staff. 2. Monitors expenditures of County-operated and Contractor-operated programs on a monthly basis, through monthly expenditure reports issued by the Department's Accounting Section and through indepen- dent record keeping. 3. Identifies sources of funding (i.e. salary savings, offsetting can- cellation of vacant funded. positions) for establishment of new positions or financing of quipment purchases, additional services, etc. 5% C. Assists the regional Director and/or Regional Contract Monitor in the negotiation, development, monitoring and evaluation of Service Contracts with individuals and organizations which provide client or support services to the Region. f 1. Reviews and processes all requests for contracts from Program Supervisors. 2. Analyzes proposed contract Payment Provisions, Budget, Service Plans, and Special Conditions of various contracts. Assists Program staff in writing contract provisions to insure clarity, legality and compliance with pertinent regulations and requirements, in consultation with A/DA/MH Division Administrator. Prepares transmittal memos and draft Board Orders, as necessary, to be submitted with draft contracts to A/DA/MH Division Administration. 25% D. Assists the Regional Director on other administrative tasks, as required. 1 . Facility/Space Managment - Initiates and maintains contacts with Building Services and Lease Management Services regarding main- tenance and space needs of various programs. 2. Medical Records - Assists Regional Supervisors and clerical staff in coordinating the patient care record systems in the Region. Monitors Medical Records procedures. 3. Investigations - Conducts investigations and studies in response to consumer complaints, community concerns and inquiries from Division Administration regarding Regional programs. 4. Participates as directed by Regional Director on special task forces or committees at Regional and Divisional levels. 5. Coordinates with the three Program Supervisors and assignment and referral of new patients. 6. Keeps the file of community resources current and keeps it available for staff. 7. Assigns rooms to staff in the three clinic sites. 8. Maintains the files of documents which are relevant to the admin- istration of the clinics including the Policies and Procedures manuals. 9. Maintains the inventory of all forms which are required for patient care. 15% E. Monitors the fiscal and statistical procedures and reporting functions of the Region. 1 . Assures proper and timely input of admissions and discharge infor- mation for the Client Data System for all clients. 2. Analyzes late batching and late charge summary reports for the Region and makes recommendations for corrections. 3. Oversees cash collections procedures and timely deposit of funds to designated banks. 4. Maintains program statistical reports, as required. 20% F. Carries out Liaison Functions. 1 . Provides liaison with the Administrator of the East County Neighborhood clinic. 2. Provides liaison to community services (such as Loaves and Fishes and the United Council of Spanish Speaking Organization) and to AK 75 community leaders. 3• Serves as staff to East County Mental Health Advisory Committee. 4. Responds to requests for information about Mental Health Services in East County by official agencies and research groups. 5. Answers correspondence and survey questionnaires.
