Bragdon COntra Director of Community Development Costa DATE: April 26, .1988 Co(at'tty SUBJECT: Sponsorship of Affordable Housing Workshop SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Approve the County as a co-sponsor of a. Alameda-Contra Costa County workshop regarding the risk of conversion of federally subsidized low-income housing units to market rate units; and authorize the payment of $2,000 to the Northern California Association for Non-Profit Housing for said workshop from the Housing Bond Trust Funds. FISCAL IMPACT Housing Bond Trust Funds, not general fund dollars, would be the source of co-sponsorship funds. BACKGROUND/REASONS FOR RECOMMENDATIONS In Alameda and Contra Costa counties alone nearly 9,800 federally subsidized low income housing units are at risk of converting to market .rate housing. Approximately,, ,2, 500 of the units are in Contra \Cost& County which could convert over the next few years. The Board of Supervisors, in its action of July 28, 1987, expressed its concern about the potential impact of such conversions on the affordable housing stock in the County. The Northern California Association of Non-Profit Housing will be conducting the workshop. Beyond defining the scope of the problem, concrete alternatives for local action will be reviewed and discussed. Co-sponsors are desired to defray the costs. Co-sponsorship will enable the County to receive 20 admissions to the workshop and printed materials. CONTINUED ON ATTACHMENT.. Examples of such preservation activities are structuring the purchase of an at-risk development by non-profi.t .organizations or tenants .assisting in obtaining extensions to subsidy commitments, or mitigating the effects of conversion by providing tenant counseling. The program will provide direct benefit to County by creating a better informed network of organizations and individuals who can positively assist in fostering the preservation of low-income housing stock in the County.
