Approval of Veterans Administration Contract X126-023-37 and
SUBJECT: Veterans Administration Amendment Agreement #26-023-38 with the
Martinez Veterans Administration Medical Center
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION :
A. Approve and authorize the Chairman to execute on behalf of
the County, Veterans Administration Contract #26-023-37 with
the Martinez Veterans Administration Medical Center in the
amount of $ 100 , 000 for the period December 1 , 1987 -
November 30 , 1988 for nuclear medicine studies , specialized
laboratory tests , and dermatology services .
B. Approve and authorize the Chairman to execute on behalf of
the County, Veterans Administration Amendment Agreement
X126-023-38 with the Martinez Veterans Administration Medical
Center to amend Contract 1126-023-37 to change the term of
said Contract to April 1 , 1988 through May 31 , 1989 and to
add certain procedures to the Contractor' s available
services with no change in the Contract payment limit .
II . FINANCIAL IMPACT :
This Contract is funded in the Health Services Department ' s
Enterprise I Budget for FY 1987-88 and will be funded for
.FY 1988-89 . There is no increase in the twelve-month payment
limit of the Contract .
Cost of the services will depend upon utilization , and the ser-
vices provided under this Contract are billable to patients and
third party payors .
III . REASONS FOR RECOMMENDATIONSIBACKGROUND:
For many years , the County has maintained a contractual rela-
tionship . with the Martinez Veterans Administration Medical
Center which has made available to the County specialized medi-
cal services not available at Merrithew Memorial Hospital and
Clinics due to lack of resources , equipment , and personnel.
At the present time the Veterans administration is providing
nuclear medicine studies , specialized laboratory tests , and
dermatology services , and the Department wishes to continue
these services .

The contract documents have always been prepared by the Veterans
Administration . The Martinez Veterans Administration Medical
Center has authority to initiate amendment agreements while
approval for the contracts must come from Washington, D. C.
The Martinez Veterans Administration Medical Center anticipated
receiving an approved contract from Washington to be effective
December 1 , 1987 , as specified in their Proposal , which upon
approval will become Contract #26-023-37 . However , due to some
unspecified delay on the part of the Washington Veterans
Administration , it has been necessary to extend the prior
Contract several times .
The most recent Amendment #26-023-36- extended the Contract
through March 31 , 1988. The Veterans Administration has
requested , therefore , that the term of Contract 426-023-37 be
amended to begin April 1 , 1988 , and is also requesting addition
of some procedures to this Contract for the purpose of standar-
dizing their Contracts . These procedures will be available for
the County ' s use should the County have need of them.
