SUBJECT: Hearing on Rezoning Request 2766-RZ and Final Development
Plan 3073-88 in the West Pittsburg Area.
This being the time heretofore noticed by the Clerk of the Board
of Supervisors for hearing on the recommendation of the East County
Regional Planning Commission on the request by Abbott Hill Living
Centers, Inc. (applicant) and Capital Investment Development
Corporation (owner) to rezone land ( 2766-RZ) from Retail Business
District (R-B) and Multiple Family Residential District (M-17) to
Planned Unit District (P-1) and Final Development Plan 3073-88 in the
West Pittsburg area.
Jean Mesick, Community Development Department, presented. the
particulars of the project to the Board of Supervisors, including a
description of the project site and location, consistency with the
General Plan, the Planning Commission recommendation and she commented:
on the staff recommendation that the Board accept the environmental .
determination, and approve the rezoning to P-1 and the final .
development plan. Ms. Mesick also advised the Board that there was an
appeal by Jerry Meeker, Meeker Welding, on the rezoning and final
development plan.
The public hearing was opened and the following people appeared.
to speak:
William Hill, 2106 Loveridge Road, Pittsburg, . representing the
applicant and the owner, presented a brief history and description of
the project.
Jerry Meeker, 2594 Willow Pass Road, West Pittsburg, representing
Meeker Welding, spoke in opposition to the proposed construction of
the convalescent hospital between Solano Avenue and Broadway in West
Pittsburg.
Mr. Hill spoke in rebuttal.
Lee Crawford, 1855 Olympic Boulevard, Walnut Creek, principal in
Capital Investment Development Inc. and Abbott/Hill Living Centers,
Inc. , commented on issues including security and noise.
The public hearing was closed.
Supervisor Torlakson recommended deferring decision on this
matter for two weeks to have the opportunity to visit the proposed
site and talk with the applicant and the appellant commenting that if
he did ultimately approve the proposed project there should be a deed
attachment that. would require that every rental agreement or contract
with every tenant the applicant would have would include a clear
indication of the type of business and the nature of the noise they
can expect to hear to avoid complaints against an existing business.
Mr. Torlakson also. commented on the serious crime problems in the area
and on what was being done to improve the condition.

Therefore, IT IS BY THE BOARD ORDERED that the decision on the
rezoning request 2766-RZ and Final Development Plan 3073-88 is
DEFERRED to May 10, 1988 Determination Calendar.
