SUBJECT: REPORT ON 1988/89 COUNTY JUSTICE SYSTEM SUBVENTION PROGRAM
SPECIFIC REQUEST(S), OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. Accept Report from the County Justice System Subvention Program Advisory Group, dated
April 20, 1988, on the 1988/89 Subvention Program, hold public hearing set for
10:30 a.m. , April 26; 1988, and. consider adoption of funding recommendations as
follows:

2. Certify the California Youth Authority through a separate Resolution that 1988/89
County Justice System Subvention Program funds will be spent for the purposes set
forth in Section 1806(a) of the Welfare and Institutions Code.
3. a. Authorize the County Administrator or his designee to execute on behalf of the
County those contracts required to implement the following approved 1.988/89
Subvention Program projects:

b. . . That each contract contain a condition that it is terminated without notice
should funds not be appropriated within the final 1988/89 County budget.
FINANCIAL IMPACT:
Subvention funds support projects that are integral to operation of the County's justice
system. Some are mandated. Without this support, a greater investment of County funds
would be 'required.
BACKGROUND/REASONS FOR RECOMMENDATIONS:
This Office has reviewed the Report of the -County Justice System Subvention Program
Advisory Group, dated April 20, 1988, detailing its recommendations to your Board for
1988/89 funding. We support the decision of the Advisory Group to consider only
continuing projects for 1988/89 funding and we believe that the projects submitted for
approval . are effective projects worthy of continued funding. We support the
recommendations of the Advisory Group.
The certification of compliance through separate Board Resolution in recommendation 2 is
required by the California Youth Authority by May 15, 1988. We recommend approval at this
time.
Four approved projects will require a continuation of existing contracts with the County.
All of these projects are continuing projects. So that there will be no break in services
July 1, I am recommending that the Board of Supervisors, as it did last year, authorize
the County Administrator or his designee to execute on behalf of the County those
contracts for the above-listed projects. Please note that the amount approved for the
Criminal Justice Agency includes $38,352 of County general funds, as budgeted within
Budget Unit 0325.

PROGRAM APPLICATION
The Board having received a report dated April 20, 1988, from the
County Administrator with respect to the Certification of the 1988-89 fiscal
year County Justice System Subvention Program application, and having
recommended approval of same;
IT IS BY THE BOARD ORDERED that the recommendation of the County
Administrator is APPROVED as follows:
Certify to the California Youth Authority
through this -Board Order that the 1988--1989 _
County Justice System Subvention Program
funds will be spent for the purposes set
forth in Section 1806(a) of the Welfare and
Institutions Code.
I hereby certify that this Is a true and correct copy of
an action taken and entered on the minutes of the
