The Board of Supervisors of Contra Costa County by Resolution No. 87/642 , dated October 20 , 1987 , proposed the establishment of County Service Area R-10, the boundaries of which are shown in Exhibit 'A to said Board Resolution, a copy of which is on file with the Clerk of the Board of Supervisors, 651 Pine Street, Martinez, CA. The type of extended county services proposed to be provided in the Service Area are park and recreation facilities and services . The boundaries of the proposal are generally described as + or - 1 , 045 acres bounded on the southwest by the Hercules city limit line, on the southeast by the Atchison, Topeka and Santa Fe Railway right-of-way, on the northeast by Union Oil Company property and on the northeast by San Pablo Bay. A copy of the aforesaid Exhibit A will be sent to any person requesting a copy from the Clerk of the Board of Supervisors. 2. On February 10, 1988 the Local Agency Formation Commission approved the proposed formation subject to the condition that the boundaries be as described in Exhibit A to the LAFCO Resolution of approval , which is on file and available for public examination at the Office of the Clerk of the Board of Supervisors , 651 Pine Street, Room 106 , Martinez , CA 94553 . Said boundaries are the same as those described in the Exhibit A referenced in Paragraph 1, above. 3 . After public hearing on this proposal , held on Tuesday, April 26, 1988, in the Board of Supervisors Chambers, this Board hereby finds and determines that the services proposed in the aforesaid Board Resolution and specified hereinabove are extended county services . Further, this Board finds that no protest has been filed against the proposed formation and hereby declares the area to be established, without an election, having the powers to perform the aforenoted services. The boundaries of said territory shall be as described hereinabove, and the name of the Service Area shall be County Service Area R-10 . 4 . Funding for the Service Area is to be from benefit charges obtained from those benefiting from facilities and services, from user fees in accordance with Government Code section 25210.66 (a ) and 25210. 77(a ) and from such special taxes as may be approved by the voters in accordance with Government Code section 50077 . Gaumer County Community Development Department Vice-Chairperson 651 Pine Street County Martinez,CA. 94553-0095 (415) 372-2091 1987 ANNUAL REPORT The Contra Costa County Mobilehome Advisory Committee is composed of eleven members -- four mobilehome owner representatives (one from each Supervisorial District containing mobilehome parks : Districts I , II , IV, V) ; four mobilehome park owner/management representatives (One from each of the aforementioned Supervisorial Districts) ; and three members representing the public at large. The Contra Costa County Mobilehome Advisory Committee is a duly-appointed advisory committee to the County Board of Supervisors , and its membership shall support and uphold all ordinances and regulations applicable thereto. The County Mobilehome Advisory Committee is charged with the following responsibilities : 1 . To be an area for homeowners and managers to talk out their problems; 2 . To be a sounding board for the Board of Supervisors on problems concerning mobilehome living; 3 . To analyze and advise the Board of Supervisors regarding legislation concerning the mobilehome community , and; 4 . During the year we held meetings in each of the Supervisors ' district offices so that we might keep them abreast of the mobilehome community and also to receive their input and desires for the mobilehome parks in Contra Costa County. Our annual rental survey was completed for 1987 by Hannah Klingen , tenant representative for District V. It was promptly distributed to Advisory Board members and the Board of Supervisors . There has been continual endeavor to work with owners and residents throughout the County, assisting in their attempts to resolve problems concerning mobilehome set-up, codes , tenant-management relations , rental disputes and park conversion. Noteworthy items the Advisory Committee dealt with in 1987 were : a. Federal Emergency Management Agency, Flood Hazard Regulations : The Advisory Committee surveyed the County and discerned the mobilehome parks that do not meet the elevation requirements of the new flood hazard regulations proposed by FEMA. Subsequently a letter written by Chairman Frank tMikesell was presented to the Board of Supervisors responding to the proposed regulations . This letter cited the financial hardship that would be incurred by both park owners and mobilehome residents throughout the County and included several suggested revisions . The Board of Supervisors promptly approved the letter- and forwarded it to the Federal Emergency :Management Agency with their endorsement. b . Clayton Regency Mobilehome Park: Also in 1987 serious problems surfaced in Clairton Regency Mobilehome Park , Clayton, which included accusations of health and safety code violations, failure to maintain, excessive rent hikes , and legal actions . Judy Dunn, representative at large, chaired a subcommittee which, with the assistance of Supervisor Torlakson, was able to bring both park owner and tenant representatives to the bargaining table. Significant concessions were obtained from the park owner, and the Advisory Committee is hopeful that these concessions will pave the way to a compromise solution to this park 's more serious problems . Clayton Regency has a history .of continually ongoing problems from years past. We feel 'that in 1987 we were able to make greater progress toward solution of these problems than ever before . We again want to thank Supervisor Torlakson for his vigorous assistance in this matter . 2 - 1988 COtVITTEE GOALS AND OBJECTIVES 1. We will be studying problems concerning relocation and conversion of parks, as we feel these problems will continue to be of primary concern in the next few years . 2. We plan to schedule another annual meeting with the full Board of Supervisors at the Board's convenience. 3 . Our ongoing work with park problems in progress will continue as well as assisting with new problems and concerns as they arise in 1988. 4 . Our annual rental survey update-;gill be completed and distributed to the Board of Supervisors early on. 5 . Educational field trips will be continued as they are considered valuable tools in keeping abreast of the mobilehome community . IN CONCLUSION, we of the Contra Costa County Mobilehome Advisory Committee wish to thank each and every member of the Board of Supervisors for the assistance you have shown us and the willing- ness to put yourselves at our disposal when necessary. We feel good about 1987 and are pleased to report that, other than the FEMA regulations and Clayton Regency MH Park, we are aware of no critical or unusual problems in the Contra Costa County mobilehome community . Our participation in the Contra Costa County Mobilehome Advisory Committee stems from a sense of dedication to the mobilehome community - and a desire to maintain it in a friendly and fair fashion so that our neighbors will enjoy their. lifestyle .
