The Chair declared the hearing opened. William Martindale, Special Programs Coordinator, Building Inspection Department, appeared and described the property. Supervisor Fanden announced that she had been getting a lot of complaints about this property, but to be fair, she would move to defer decision for two weeks and ask that the Building Inspector report at that time what had been done. Anthony Ringle, owner, appeared and declared that he was in the process of taking care of the matter. The Chair declared the hearing closed. The structure is hereby declared substandard and a public nuisance. The owner of the subject property is hereby ordered to clear the site of all structures and debris and leave it in a clean graded condition. If the subject property has not been cleared as ordered within thirty (30) days from the date of this hearing, the Board hereby grants authority to the Building Inspection Department to contract for the clearing of the subject property. In the event the County must contract for the work to be done, a lien shall be placed against the subject property for the cost of the abatement. Valley Road, Martinez, area, owned by David Homer Peal. The Chair declared the hearing opened. William Martindale., Special. Programs Coordinator, Building Inspection Department, appeared and commented that the structure had. been fire damaged and it does not appear to be feasible to attempt to rebuild the house, and that the structure is dangerous and should be taken down. He advised that the structure was on a large parcel of land, approximately 1. 6 acres, and may have some historical.. significance .in that it was a home of John Muir at one time and that Mr. Peal would like to salvage what he can and rebuild the structure. David Homer Peal, owner, advised that he would like to rebuild, that he had collected some beams, and he thought he had the financing to go ahead and get started in cleaning up the burned area and that he had experience in remodeling and rebuilding. He advised . that he plans to erect fencing and he has kept it boarded up and the windows barred and it is checked constantly. Supervisor Fanden expressed concern about the financial viability of the proposed rebuilding project. She expressed concern for the neighbors in the Alhambra Valley who have to look at it for the amount of time it will take to pull such a proposed rebuilding project together. She asked for the professional opinion of the Building Inspection Department. Mr. Martindale advised that he felt the structure was 100 per cent damaged, but it might be feasible to save some of the timbers. Supervisor Fanden requested one week in which to confer with the John Muir Historical Society to see if there is an interest in this property. Mr. Martindale requested that the fire damaged material and the illegal caretaker be removed immediately. He also requested that if the structure were allowed to be rebuilt, that an architect be involved and it not be allowed to be just a do-it-yourself project. Supervisor Fanden agreed.
