SUBJECT: Benicia-Martinez Bridge Mitigations
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Adopt the attached resolution dealing with the CALTRANS plan
for widening the existing Benicia - Martinez Bridge between
City of Benicia in Solano County and Martinez in Contra Costa
County. The resolution makes 3 main points: the bridge
improvement is necessary, CALTRANS needs to provide for
pedestrian and bicycle access on the bridge, and that if
project reconstruction for engineering reasons, cannot provide
for such access that alternative methods of access e.g. ferry
service need to be implemented.
2. Refer the resolution to CALTRANS, the Bay Conservation and
Development Commission and the cities of Martinez and Benicia.
FISCAL IMPACT
There are no known financial impacts on the County should this
position be taken. There will be an impact on the CALTRANS budget
for implementation of this trail proposed.
BACKGROUND/REASONS FOR RECOMMENDATIONS
CALTRANS has committed to the improvement to the existing
Benicia-Martinez Bridge. That bridge currently has 4 lanes in each
direction. CALTRANS proposes to widen the bridge to six lanes, as
well as, provide for a north bound truck climbing lane and an
auxiliary lane in the south bound direction. 'CALTRANS proposes to
begin construction on the bridge improvements in June 1988 and to
complete the project within. 3 years (by June 1991) .

Senator Lockyer carried a Bill (SB 100) which is now law which
directed the Association of Bay Area Governments to plan for a 250
mile "ring-around-the-Bay" . That planning effort is underway and one
of the main issues is how the trail connection between Martinez and
Benicia will be accomplished. Ultimately, there will have to be a
trail connection via bridge across the Carquinez Straits. BCDC
currently has before if the application of CALTRANS for constructing
the bridge improvements. It would seem appropriate for this County tc
request that this project be designed to accommodate a trail access.
Only if that trail access is not feasible from an engineering point of
view, should it not be mandated as part of this project. If that
turns out to be the case then CALTRANS should be obligated to offset
the impacts of this project by providing for an alternative method to
make this trail connection such as via regularly scheduled ferry boat
service.
Lastly, the improvement to this bridge is warranted to ease the
congestion which presently occurs and the County should restate its
support for this improvement.

WHEREAS, CALTRANS, proposes to widen the 1 . 2 . mile long, . 67
foot-wide four-.land Benicia-Martinez Bridge 10 1/2 feet to.
accommodate one additional traffic lane in each direction, and, :,.
to widen 2:15 miles of bridge approaches; and
WHEREAS, that work is required as an interim step to ' .
providing additional traffic, capacity along one of the ' most
heavily travelled bridge crossings in California, and that
ultimately a second bridge will be required; and
WHEREAS, there is currently underway an effort to provide a
trail which will ring the entire San Francisco Bay; and
WHEREAS, one . of the major obstacles to creating a trail
connection around, the Bay is the need to cross the Carquinez
Straits between Martinez and Benicia; and

NOW THEREFORE BE IT RESOLVED by the Contra Costa County.
Board of Supervisors that this programmed improvement to the
Benicia-Martinez Bridge is crucial to easing the traffic
congestion along I-680 and this improvement is whole-heartily
endorsed; and
BE IT FURTHER RESOLVED . that this County supports the
addition of a bicycle and pedestrian trail crossing to -this
.project and that it be made a necessary condition of approval
for implementation of this proposal; and
BE IT FURTHER RESOLVED, that if it is not feasible, from an
engineering standpoint, to. redesign the project to allow for the
trail, that CALTRANS be mandated to provide for an alternative
means of pedestrian and, bicycle crossing e.g. . provision of a
regularly scheduled ferry boat crossing to be funded at CALTRANS
'' expense and to be -maintained until .a,. trail crossing is •provided.
