RECOMMENDATIONS: 1 . Request the County Librarian and the Human Services Advisory Commission to jointly develop guidelines - for the use of Challenge Grant funds for the County Library in the 1988-89 fiscal year in the event funds are available for this purpose which will more fully implement the Board' s concept of .a Challenge grant and present their recommendations to the Board as part of the hearings on the 1988-89 ,budget. 2 . Authorize the . County Administrator to transfer $25,000 in Challenge Grant funds to the County Library for the 1987-88 fiscal year. 3 . Remove this item as a referral to. our Committee. BACKGROUND On March 8, 1988, the 'Board of Supervisors referred to our Committee a. letter from the Human Services Advisory Commission requesting direction on how the $25,000 in Challenge - Grant funds were to be addressed in relation to the County Library. The Board will recall that $25,000 was added to the Challenge Grant fund, bringing the total fund to $225 ,000 with $25, 000 of the funds designated to be . used as a Challenge Grant to purchase library books,. The Board of Supervisors approved a process for the use of the remaining funds to be allocated to nonprofit agencies on a Challenge- Grant basis. . We believe it was clearly the intent of the Board that the $25 , 000 for library books .also be used as a Challenge Grant to encourage ' voluntarydonations and foundation, grants over , and above current levels of revenue to "earn" the Challenge Grant. Our Committee met with Carl Hansen, representing .HSAC and County Librarian Ernest, Siegel on April 11. Mr. Siegel indicated that the Friends of the 'Library group had increased their cash donations to nearly double what they were a few years ago ( $57 ,000 in* 1986-87 as opposed to $30, 000 previously) . The Friends of the Library have recently purchased two microfilm reader-printers. . CONTINUED ON ATTACHMENT: _ YES, SIGNATURE; . While the increased donations from the Friends groups were not directly related to the Challenge Grant funds, Mr. Siegel points out that their fund-raising has increased. As the Board was .advised in relation to the other Challenge grant funds, the time available to generate foundation . grants and other private donations was short. In view of this, and in recognition of the fine work already done by the Friends group, we are recommending that the Board ..release the $25,000 in funds to the County Library, but also require that a specific program . be developed which could be used during the 1988-89 fiscal year if the Board is able to continue the Challenge Grant funding to the Library.
