BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: 1 . Urge the Solid Waste Commission to consider recommending legislation which would authorize . increases in the solid waste' "tipping fee" for solid waste planning to include financing of._solid waste public education programs. 2 . Approve in concept a budget of $80 , 000 for the 1988-89 fiscal year for a solid waste public education program to be conducted by the Health Services Department through an interagency agreement with the Community Development Department, pending decisions on how to fund the program. 3 . Leave this item .on referral to our Committee. . .BACKGROUND: On March 29., 1988, the Board of Supervisors approved our last report on the subject .of a solid waste public education program. At that time, the Community Development Department was asked to provide our Committee with a more detailed budget for the public education program and to ask the Delta Diablo Sanitation District, Central Sanitary District, and West Contra Costa Sanitary District to consider loaning the County funds to support a solid waste public education program until a new sanitary landfill site is operational in the County, at which time the loans, plus interest, would be repaid from ' the tipping fees imposed at the new landfill. On April 110, 1988 , staff from the Community Development Department indicated they had -met .with staff from the three Districts. The West Contra Costa Sanitary District has discussed a possible loan at the Board level, but have requested their staff to provide more, information. This additional information has been. provided by County staff . The West Contra Costa Sanitary District is concerned about loaning money to the County without collateral other than a proposed future tipping fee at a new landfill site. CONTINUED ON.ATTACHMENT. We have asked staff to reassure the Central Sanitary . District that ' ' we want to work with and compliment their public education efforts; not duplicate or interfere in any way with their efforts. Delta. Diablo Sanitation District has indicated a willingness 'to explore a loan to the County, but need to assure themselves that they legally can provide such a loan to the County. These discussions are continuing at both the staff level and Board . levels. Concerns have also been raised ' about the circumstances under which the County can borrow money since the current Board of Supervisors cannot. easily dictate the actions of a future Board in' terms of repaying the loan nor can the transaction be handled .in such a way that the County violates - the Constitutional ban on deficit spending. Staff. also presented us with a revised. budget which for a 12-month period would be as follows: Salary, benefits and overhead: $60,000 Materials: 20,000 Seminar/conference expenses School/program materials Printing/production Mailing/postage TOTAL $80,000 Agreement has been reached to have the Community Development . .Department contract with the Health Services Department to actually operate the solid waste public education program, once funding has been identified. Finally, we understand the Solid Waste Commission on April 20 will be exploring a variety of legislative concepts they will be .recommending the Board support. We would like to urge that one of these. concepts be expanding the purposes for which the tipping fee for solid waste planning can be used to .allow financing of solid' waste public education programs.
