HomeMy WebLinkAboutMINUTES - 04191988 - IO.2 TO: BOARD OF SUPERVISORS FROM: Contra INTERNAL OPERATIONS COMMITTEE Costa DATE: April 11, 1988 G`O SUBJECT: Cable TV Ordinance SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: 1. Direct staff, in negotiating the new Cable TV Ordinance, to press for the following positions on the indicated issues: A. That the Cable TV companies be able to continue billing in advance of the service having been provided on the condition that bills not be considered delinquent until after the service has been provided. B. That the County indicate its willingness to share the community access channel with the cities until such time as the County has sufficient programming to substantially utilize all available community access time, at which time the cities would have to make other arrangements with the Cable TV companies and the County would be guaranteed its right to retain the same channel number countywide. C. That the communitylaccess channel be available to all cable subscribers as a part of their basic service and that if a converjter is required to receive the community access channel that the converter be made available at no cost to each subscriber. D. That community access programming should be viewable on the same channel number throughout the County. E. That the level of ( services provided to residents of unincorporated areas adjacent to incorporated cities be of at least the same level in terms of technical standards, number of channels, support for community television, response to service requests and credit for outages. 2. Leave this matter on referral to our Committee. CC.: County Administrator ATTESTED County Counsel PHIL BATCHELOR, CLERK OF THE BOARD OF Cable TV Administrator SUPERVISORS AND COUNTY ADMINISTRATOR BY ,DEPUTY M382/7-83 — Page 2 BACKGROUND: Our Committee has been meeting periodically with Sara Hoffman, our Cable TV Administrator, to receive status reports on progress in negotiating a new Cable TV Ordinance. At our last meeting on April 11, 1988 , Ms. Hoffman presented our Committee with five issues on which she wanted policy direction in terms of negotiations with the cable companies. We have discussed each of- the issues and have indicated in the above recommendations the position we believe the County staff should take in the negotiations with the cable companies. We would urge the Board' s endorsement of these positions in order to provide clear direction and support for staff ' s negotiations.
