III. REASONS FOR RECOMMENDATION/BACKGROUND
The original plan, was to construct a reinforced concrete box
culvert in the existing creek to minimize the project's impact
upon the adjacent school property. In 1985, after being
approached by interested citizens, the School Board and the
Project Design Team supported changing the plan to provide a
gabion and rock lined channel. Because all of the existing trees
cannot be saved with the above plan, the school district has
requested that the downstream environmentally sensitive earth
channel be extended upstream onto the school site.
The proposed change will require approximately 0. 3 acres of
usable school property. At the present time, the cost of the
right-of-way and relocation of existing facilities impacted by
the change have not been fully determined. It is hoped that the
School District will donate the necessary rights of way, as the
School District was not included in the original assessment
district formed to fund the local project cost and the above
increase in right-of-way requirement is to accommodate the School
District's desires.
IV. CONSEQUENCES OF NEGATIVE ACTION
Failure to agree to the requested change could result in the
project being delayed for a significant period of time.
