SUBJECT COUNTY LIBRARY "MISSION STATEMENT"
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AM JUSTIFICATION
RECOMMENDATION:
That the Board of Supervisors officially adopt the proposed
Mission Statement for .the Contra Costa County Library.
BACKGROUND:
Under a grant from the California State Library , seven of the
nine libraries in BALIS (Bay Area Library and Information System)
are engaged in the application of a planning process which has
been developed and approved by the American Library Association.
The cornerstone of this planning effort is the development of a
Mission Statement, something our Library system has never had.
The Mission Statement which has been drafted by eight members of
our Management staff is intended to maintain a highly positive
service attitude while recognizing that we may have to set
realistic limits to our programs . Often in the past, we have
asked the Board to officially proclaim National Library Week. It
would be appropriate, I think, to recognize .National Library Week,
1988 by the adoption of the Contra Costa County Library' s first
Mission Statement.
CONSEQUENCES OF NEGATIVE ACTION:
Negative action would impede the planning process which shows
considerable promise for the Library, and would cause the loss
of a valuable opportunity for effective public information.

IT`S MISSION
The Contra Costa County Library strives through its Central. Library and
community branches to provide all residents with authoritative and timely
iriformati.on to support daily living; occupational interests, educational
pursuits, and intellectual curiosity. The Library is also a source of
the best in popular reading for recreation, knowledge and- cultural '
enrichment. A trained and dedicated staff offers quality service in a
welcoming environment. The Library has a special responsibility to
complement the educational system with books, magazines, newspapers and
other materials. This educational role includes a commitment to work
with pre-school children and their j.xxcnls to instill a lovc- of books
and a lifelong habit of reading.
