MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: APRIL 19, 1988 SUBJECT: REPORT FROM PUBLIC WORKS DIRECTOR ON STATUS OF EAST COUNTY CORRIDOR STUDY, IN RESPONSE TO A REFERRAL BY BOARD OF SUPERVISORS ON MARCH 1, 1988. Specific Request(s) or Recommendation(s) & Background & Justification I. RECOMMENDATION Accept report from Public Works Director on status of East County Corridor Study. II. REPORT In May 1987, Contra Costa County entered into an agreement with Alameda County, the Contra Costa Water District, and the Cities of Antioch, Brentwood, and Livermore to jointly plan a transportation corridor from Highway 4 in Antioch to I-580 in the Livermore area. The agreement came about for several reasons: 1. Increased traffic volumes and traffic congestion warrant the need to provide efficient transportation corridors in eastern Contra Costa County and northeastern Alameda County from Highway 4 in Antioch to I-580 in Alameda County. 2 . The Kellogg-Los Vaqueros reservoir project proposed by the Contra Costa Water District will inundate a significant portion of Vasco Road. Thus, a replacement roadway is needed for Vasco Road as part of the District's project. In addition, press releases and paid newspaper advertisements were done to ensure that the public was notified of any meetings. Next Steps The next phase is intended to involve a more detailed environmental analysis of the alternative alignments and the certification of an environmental document for the preferred alignment. After completion of that phase, the two counties and the three cities should be in a position to adopt precise alignments and begin protecting right of way. The Steering Committee has continued to meet to carry on the planning of this important corridor. However, the cost of the next phase of the study, the EIR, is estimated at $2 million. Because of the different time schedules and funding abilities, the six agencies are proceeding cautiously towards an EIR for the entire corridor. The Steering Committee has recently requested the state's participation in the EIR, including funding for approximately $1.6 million. It is uncertain at this time whether all of the agencies involved in Phase I will begin an EIR for the entire corridor. However, the Steering Committee members from Antioch, Brentwood, and Contra Costa County have identified the need to proceed with the EIR for the portion of the proposed transportation corridor from Antioch to Brentwood, including connections to Highway 4 at each end, commonly known as Delta Expressway. Recently, Contra Costa County entered into a consulting services agreement with Environmental Science Associates, Inc. to perform the field work for a biotic survey so that springtime conditions can be adequately examined. Any results of the survey will be incorporated into the EIR for the Delta Expressway or the East County Corridor. The Transportation Committee reviewed this report on April 11, 1988, and recommended its approval by the Board of Supervisors.
