SUBJECT: Support Adoption of SB 2545 - Rosenthal
Adult Protective Services
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
That the Board of Supervisors support the adoption of SB 2545
Rosenthal - "Adult Protective Services" .
Further, that the Board authorize the Chair to send letters,
and a' copy of the Board Resolution, supporting SB 2545 to the
County' s legislative delegation, to the Governor, to the
Secretary of the Health and Welfare Agency, to the State
Director of Social Service, and to the State Director of
Finance outlining the importance of SB 2545 for the protection
of adults/seniors in Centra Costa County and to ensure
adequate funding by the State to provide adult protective
services.
BACKGROUND:
In 1985 the State of California enacted mandatory reporting
laws which require a variety of medical and non-medical
professionals to report suspected cases of elder and dependent
adult abuse to the County Departments of Social Services.
Statewide elder and dependent adult abuse reports increased
45% between 1985-86 and 1986-87. However, the State of
California has not provided any increase in funding for Adult
Protective Services Programs to address increased abuse
reports to county agencies; cost-of-living adjustments for
Adult Protective Services trail inflation by 24 .70. The lack
of state funding placer counties in a position of serious
liability for failing -to respond to abuse reports brought to
their attention.
Since July, 1987 Contra Costa County has received each month
approximately 20 Adult Protective Services referrals which
include such neglect/abuse as withholding of needed
medication, serious physical abuse leading to hospitalization,
starvation, or extreme unsanitary living circumstances.
Contra Costa County has no provisions for either 24-hr.
Emergency Response to such adult abuse referrals, nor
respite/emergency services with which to respond to t nee_os
of abused adults.

SB 2545, introduced by Senator Herschel Rosenthal, will
establish and fund critically needed 24-hr. Emergency Response
services to be delivered by County Departments of Social
Services to protect elder and dependent adult victims of
abuse. Such funding will be in addition to, and separate
from, current funds. provided for Adult Social Services.
SB 2545 will allow Contra Costa County to implement a more
effective system for Adult Protective Services in conjunction
with our community organizations.
