SUBJECT: I-680/24 Interchange Traffic Management Committee
Supervisor Robert Schroder brought to the attention of
the Board a letter dated March 22, 1988 from Burch C. Bachtold,
District Director, State Department of Transportation (CALTRANS) ,
Box 7310, San Francisco 94120, transmitting a proposal to recon-
stitute the I-680/24 Task Force to the I-680/24 Reconstruction
Traffic Management Advisory Committee.
Board members being in agreement, IT IS ORDERED that the
CALTRANS proposal is REFERRED to the Director of Community
Development for recommendation to the Board on May 10, 1988.

Subject: ESTABLISHMENT OF A TRAFFIC MANAGEMENT ADVISORY COMMITTEE FOR
THE 680/24 INTERCHANGE PROJECT
The final Environmental Impact Statement for the reconstruction of 680/24
Interchange and approaches has been approved and Freeway Agreements have
been executed with the Cities of Walnut Creek and Pleasant Hills and
Contra Costa County.
We are now developing a program to minimize traffic delays during
reconstruction of the 680/24 Interchange. This proposed Traffic
Management Program is currently under Federal review. Subject to the
approval of the FHWA the proposal may include part or all of the
following:
1. Public Information
- Public Information Center
- Model of Completed 680/24 Interchange
- Slide and Video Presentations
- Media Coverage
- Information Newsletters and Posters
2. Traffic Control
- Traditional Warning Signs and Markings
- Changeable Message Signs
- Highway Advisory AM Radio
- On-site Tow Truck
- Assistance from Local and State Patrol Officers

It is my understanding that the County has established a TSM Advisory
Committee for the implementation of the County ordinance and the activity
of this committee is ongoing.
As we enter into the final design and construction phases of the project
we wish to establish a Traffic Management Advisory Committee. I believe
such a group can help Caltrans in implementing our Traffic Management
Program, in seeking public input and support during the reconstruction as
well as recommend appropriate traffic management strategies to us for
implementation.
The original mission of the 680/24 Task Force, to facilitate and monitor
the progress of the Environmental Assessment process, is now complete.
Since the 680/24 Task Force was so successful I would suggest the
committee be reconstituted as the 680/24 Reconstruction Traffic
Management Advisory Committee and would like to request that you both
continue to serve as Co-Chair of this reconstituted committee.
I would also recommend that the existing TSM committee be utilized as a
technical subcommittee. The primary function of this committee would be
to identify traffic management strategies previously used with success in
other projects and to formulate and recommend traffic management
strategies to the Traffic Management Advisory Committee and Caltrans for
consideration.
The attached chart shows Caltrans' organizational structure for final
design and construction of the 680/24 Interchange reconstruction project
as well as the suggested relationship and possible make up of the
proposed Traffic Management Advisory Committee.

Finally, I would like to thank you and all the members of the Task Force
for their tireless help in bringing the Environmental Assessment process
to an expeditious conclusion.
I look forward to receiving your reaction to this idea and to working
with the Traffic Management Advisory Committee to find solutions to the
challenges that lie ahead.
