Employee Recognition Program
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. Pursuant to authority provided by Government Code Section
26227, approve the following employee recognition program to
recognize excellence, innovation, creativity and outstanding
public service on the part of County employees.
2 . Authorize the County Administrator to develop a process to
establish criteria for the recognition of outstanding
service by County employees, solicit nominations and select
the finalists.
3 . Authorize the County Administrator to identify appropriate
monetary and non-monetary awards for outstanding service to
be provided or paid to the nominated employees.
4. Authorize the County Administrator to initiate procedures to
provide for an annual awards banquet in the 'fall of 1988 and
annually thereafter at' which the Board of Supervisors will
have the opportunity to recognize the outstanding nominees.
5. Authorize the County Administrator to allocate and spend not
to exceed $5000 from the productivity investment fund to
finance the employee recognition program for Calendar Year
1988 (and each calendar year thereafter) .

MPACT:There will be no additional General Fund expenditure required to
implement the employee recognition program. Funds will be used
from the existing productivity investment fund. Private
donations will also be solicited.
BACKGROUND:
The latest thinking in management theory indicates that the most
effective way to maximize productivity is to focus on the most
expensive allocation of resources--one' s employees. Our
employees are and have been laboring under tremendous burdens for
a long time. We occasionally become aware of some employees

whose performance under this pressure is particularly notable.
We try to bring these individual examples to the attention of the
Board of Supervisors so the employee can receive some measure of
the recognition they so richly deserve. But, to date, this has
been done in a somewhat disjointed, "hit and miss" manner which
does not necessarily provide an organized opportunity to
recognize a broad spectrum of deserving employees.
We know that recognizing achievements and outstanding service is
essential to building morale. This is one of the easiest and
most effective ways to invest in increased productivity for the
future. If employees know they are doing well, but never receive
any recognition for their outstanding efforts and achievements., ,
they do not have the incentive to perform at their peak. By
contrast, being aware of . and recognizing outstanding
achievements, creativity in solving problems, innovation in
finding better ways to work, and initiative in going beyond what
is expected by one' s supervisor, increases morale, productivity
and a sense that one' s job is -important.
The program being recommended to the Board of Supervisors will
allow any employee or citizen to nominate an employee in
categories such as most creative, most dedicated, outstanding
public service, productivity, and overall outstanding employee of
the year.
A screening process will be established to identify from among
the nominees the outstanding employees in each category. Plaques
and cash awards in the range of $100 to $500 will be given to the
outstanding employees. All awards will be made at a banquet in
the fall where the Board members will be able to make the awards
to the outstanding employees and thereby provide recognition ' to
their employees. The names and achievements of each finalist
will be publicized. We also hope to have items donated by
merchants in the County.
Investments in employee recognition programs have one of the
highest returns on investment and for this reason have been used
extensively in the private sector. We believe that for all of
these reasons, and the fact that many of our employees have done
an outstanding job under trying circumstances in an era of
diminishing resources, the Board should approve the
recommendations set forth above.
