SUBJECT: Approval and Adoption of the County ' s FY 1987-88 Annual Mental
Health Short-Doyle Plan (Part B) for Submission to the State
Department of Mental Health
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION :
a. Approve and adopt the Contra Costa County Mental Health
Short-Doyle Plan (Part B) for FY 87-88 (attached hereto) ;
b. Authorize the Chairman to execute , on behalf of the County,
the Assurances section (Form 1. 5B) of the Plan ; 'and
C. Authorize the Health Services Director or his designee
( Stuart McCullough) to submit said Plan to the State
Department of Mental Health.
II . FINANCIAL IMPACT :
Board approval and submission of the 1987-88 Mental Health
Short-Doyle Plan (Part B) will not have a direct impact on
County expenditures . This FY 87-88 Short-Doyle Plan reflects a
$701 , 258 increase in State mental health funding and a $124 , 654
increase in Federal Block Grant funding compared to FY 86-87 , as
follows :

The $317 , 126 increase for Short-Doyle Community Services
includes $142 , 126 for the final transfer of "Canyon Manor" funds
from Marin County for augmented adult services and $175 ,000 for
the "buy out" of 1 , 000 State Hospital days for the establishment
of a residential treatment facility in Contra Costa County for
mentally disturbed latency-age children . The required County
matching funds for the above State allocations are included in
the FY 87-88 Health Services Department Budget .
III . REASONS FOR RECOMMENDATIONS/BACKGROUND:
This FY 87-88 Short-Doyle Plan was reviewed and approved by the
County ' s Mental Health Advisory Board (MHAB) on March 24 , 1988.
Board of Supervisors ' approval of the 1987-88 Annual Short-Doyle
Plan (Part B) is required by Welfare and Institutions Code
Section 5650, in order for the County ' s mental health programs
to receive State funds for this fiscal year . The Board of
Supervisors approved and authorized submission of the
Short-Doyle Multi-year Base Plan, Part B. on June 25 , 1985 ,
Part A of the FY 87-88 Short-Doyle Plan on May 19 , 1987 , and the
Amendment to the FY 87-88 Part A Plan and Federal Block Grant
Renewal Application on October 13 , 1987 . This FY 87-88 Part B
Plan includes the full implementation of new programs for
Special Education Pupils (SEP) under AB 36322 for geriatrics
outreach services under a targeted supplement fund for priority
populations , and for Supplemental Residential Care Services
under SB 155 .
The Plan also shows that 24. 2% of applicable State Short-Doyle
funds are budgeted for children ' s services .
And lastly, this FY 87-88 Short-Doyle Plan includes con-
sideration of tranferring approximately $325 , 636 of the State
Short-Doyle allocation from the State Department of Mental
Health to the State Department of Alcohol and Drug Programs for
re-allocation to Contra Costa County through the County ' s State
Drug Program allocation to fund the County ' s Discovery Centers
Program in FY 88-89 (including the contract program operated by
the Boys and Girls Club of East County) .
