MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: April 12, 1988 SUBJECT: 1985 HAZARD ELIMINATION AND SAFETY PROJECT (PROJECT NO. 0662-6R4076-85) ; JOINT EXERCISE OF POWERS AGREEMENT WITH THE CITY OF ANTIOCH. Specific Request(s) or Recommendation(s) & Background & Justification I. RECOMMENDATION Approve and Authorize the Chairman of the Board to sign a Joint Exercise of Powers Agreement with the City of Antioch for the installation of a curve warning flasher on Lone Tree Way near Empire Mine Road in Antioch. II. FINANCIAL IMPAC Reduces the County's share of the local matching funds for the 1985 Hazard Elimination and Safety (HES) flasher project (HES $17,400, City share $3,700, and County share $5,500) . III. REASONS FOR RECOMMENDATION/BACKGROUND The County will receive federal HES funding for the installation of curve warning and intersection flashers at two sites in the County. To receive HES funding, cities and counties must agree to provide local matching funds. The Public Works Director for the City of Antioch has requested that the County enter into an agreement and construct this curve warning flasher as planned. The city will pay its share of the local matching funds. The Transportation Committee will review this matter on April 11, 1988. IV. CONSEQUENCES OF NEGATIVE ACTION The design of this flasher installation is 'nearing completion. If this site is dropped from the County's HES project, the County will not be eligible to receive reimbursement for the cost of the design., Also, the City of Antioch will have to reapply for the funding next year. This may delay or prevent the installation of the curve warning flasher since HES projects must compete against other projects statewide for funding.
