Eller, Legislative Representative, California Farm Bureau Federation, Public Affairs Division, 1127 11th Street Suite 626, Sacramento 95814 , urging the Board to oppose the Wildlife, Coastal and Park Land Conservation Bond Act Initiative on the June 1988 ballot. SATCHMILOP, Clerk of, the Board of Supervisors and County Administrator i By -` � , Deputy I TO- BOARD OF SUPERVISORS FRCH: County Transportation Committee Contra ra Supervisor Tom Torlakson ( Chair) and Costa Supervisor Robert Schroder DATE: County March 8 , 1988 SUBJECT: Legislation -- AB 2733 and SB 1715 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION• The Transportation Committee has reviewed AB 2733 , which was referred by the Board, and SB 1715 and recommends the following: 1. That the Board of Supervisors support both proposed bills ' progress through the legislative process until such time that the BART/Colma issue is resolved in a manner satisfactory to all parties concerned. 2 . That the Board of Supervisors authorize staff to communicate with the authors of the legislation and the County's lobbyist, as appropriate, to ensure that the bills ' progress does not hinder or adversely affect efforts in the Bay Area to reach an equitable agreement with all the parties concerned. FINANCIAL IMPACT: The bills will not have a direct impact on the County' s functions, but could affect the infrastructure needs of the County. REASONS FOR RECOMMENDATIONS/BACKGROUND: AB 2733 -- Campbell: This bill was introduced in 'response to BART' s proposed agreement to construct a station at Colma which is outside of the BART district. The bill would require that: 1 . the BART district cannot extend it services and facilities to other areas through other forms of affiliation, and would provide instead that the extension of district services and facilities beyond the district' s boundaries, as those boundaries existed on January 1, 1988 , may be provided only within a county which has been annexed to the district pursuant to existing procedures. (Annexed county( ies) would be required to buy in at an amount determined to be proportional to the historical payments made by existing district members) . i Orig. SB 1715 -- Boatwright, etal. This bill would prohibit the BART district from extending service to any area outside the district until it has met specified existing service commitments. The bill would: 1. prohibit any extension of service without annexation; 2. specify certain district reimbursement considerations in this connection; and , 3 . require the annexing county to adopt sales and use and real property taxes for the benefit of the BART district equivalent to those adopted in the counties within the existing district.
