Accept report on the meeting regarding transportation impacts of the proposed California State University Campus in Concord. 2. Authorize Chairman Schroder and Supervisor McPeak to send a letter to the Mayors of Concord and Walnut Creek requesting that their cities appoint a councilmember to a Planning Task Force for the proposed California .State University Campus, which would also address adjacent proposed developments. 3. Appoint County representative to the Planning Task Force. 4. Notify TRANSPAC of the creation of the Planning Task Force and indicate the intenti-on iof maintaining _a 1-tai-son relationship , between the Planning Task 'Force and TRANSPAC. 5. Direct staff to facilitate creation of the Planning Task Force and a supporting group of technical staff from the cities, the Central Contra Costa Transit Authority, and developers. 6. Direct staff to attend and participate in a meeting to discuss the scope of work for the State University site EIR traffic study. CLERK OF TIIE BOARD OF Supervisor McPeak SUPERVISORS AND COUNTY ADMINISTRATOR BY ,DEPUTY REASONS FOR RECOMMENDATIONS/BACKGROUND: As a result of the Board's action on January 5, 1988, the County called a meeting of interested parties regarding the transportation impacts of the proposed California State University campus in Concord. The meeting was held February 29, 1988 in Walnut Creek, and was attended by approximately 35 people, including Supervisor McPeak, Chairman Schroder's representative and others representing the County, the cities of Walnut Creek and Concord, the State University System, Central Contra Costa Transit Authority, and major developers in the vicinity of the University site. The group discussed the University's plans, possible transportation mitigation efforts, and proposed development in the area. Everyone agreed that the need to cooperatively plan for the campus and the immediate area justified creation of a Planning Task Force of elected officials, supported by staff from the affected jurisdictions, the State University System, and adjacent developers. The Task Force would address transportation issues, and could serve to focus efforts on accelerating the establishment of a full four-year State University campus in Contra Costa County. To facilitate the formation of the Planning Task Force the County will contact the cities of Walnut Creek and Concord requesting their r participation in the Task Force. In addition, the California State University representatives in attendance agreed to seek California State University :parti.ci.pation in the Task Force. City and developer representatives in attendance also expressed concern that the State University EIR traffic study adequately address mitigation issues. Towards this end, they suggested that the California State University staff convene a meeting of interested city, County and developer representatives to discuss the traffic study scope of work prior to California State University finaliziing its contact with the traffic consultant. Supervisor McPeak asked the California State University officials if this was possible, and they agreed to convene this meeting as soon as practical . dpll:boCSU.t03 (3.3.88) i
