The Public Works Director having recommended that he be authorized to execute the third agreement extension which extends the Subdivision Agreement between David O. Butler and Ronald A. Tatti and the County for construction of certain improvements in Subdivision MS 74-79, Walnut Creek area, through July 1, 1988; IT IS BY THE BOARD ORDERED that the recommendation of the Public Works Director is APPROVED. Tatti 269 Castle Hill Ranch Road Walnut Creek, CA 94595 BO:8.t3 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on March 8, 1988 by the following vote: AYES: Supervisors Powers, Fanden, McPeak, Torlakson, Schroder NOES: None ABSENT: None ABSTAIN: None ------------------------------------------------------------------ ------------------------------------------------------------------ SUBJECT: Delta Expressway Project The Board this date authorized a consulting services agreement with Environmental Science Associates, Inc. for completion of a biotic survey for the proposed Delta Expressway project in East Contra Costa County. Supervisor Torlakson advised that the proposed biotic survey was for only the northerly portion of the East County Corridor known as the Delta Expressway or Highway 4 Bypass rather than the entire route of the corridor from Oakley to Livermore. He noted that the southern portion of the corridor goes through the area near the Indian caves and kit fox habitat, and stated that the Corridor Steering Committee recognized the necessity for a more elaborate Environmental Impact Review (EIR) process for that portion of the corridor. J. Michael Walford, Public Works Director, stated that the East County Corridor Alignment Study was done by John Carollo Engineers and monitored by a Joint Powers Agency consisting of Contra Costa County and Alameda County, the cities of Antioch, Brentwood and Livermore, and the Contra Costa Water District. He advised that the exact alignment is still under study by the Steering Committee. However, Mr. Walford noted that the proposed biotic survey of the northerly portion will be an element of the final EIR but should begin now because of plant and animal growth at this time of year. Supervisor Torlakson recommended that the Transportation Committee, Community Development Department and Public Works Department review the issue of development of an EIR for the East County Corridor, including the Delta Expressway, and prepare a presentation on the project to the Board.
