MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: March 8, 1988 SUBJECT: Delta Expressway Biotic Study, East County WO #0676- 6P4028-88 and 4580-6X4028-88 Specific Request(s) or Recommendations) & Background & Justification I. RECOMMENDATION Authorize the Public Works Director to execute a Consulting Services Agreement with Environmental Science Associates, Inc. in an amount not to exceed $20, 000 for completion of a biotic survey for the proposed Delta Expressway project in East Contra Costa County. II. FINANCIAL IMPACT The study cost of $20, 000 will be advanced by Road Funds. The City of Brentwood and the City of Antioch have pledged to participate. They will reimburse the road funds for their share of the cost when the joint exercise of powers agreements are executed. The County share of the study will come out of area of benefit funds from Oakley, Discovery Bay and others that may be established in the future. III. REASONS FOR RECOMMENDATION/BACKGROUND Last May 1987, Contra Costa County entered into an agreement with Alameda County, the Contra Costa Water District, and the Cities of Antioch, Brentwood, and Livermore to jointly plan a transportation corridor from State Route 4 in Antioch to I-580 in Livermore. The East County Corridor Study, under the direction of a Steering Committee, was recently completed. Development TML:ly Pq BO:8 .t3 By 14� DEPUTY CLERK Board of Supervisors March 8, 1988 Page Two The Steering Committee has identified the need to proceed with the EIR for the portion of the proposed transportation corridor from Antioch to Brentwood, commonly know as Delta Expressway. Staff has advised the Steering Committee that, to have a complete EIR, the field work for a biotic survey will need to begin immediately so that springtime conditions can be adequately examined. Otherwise, the project may be delayed up to twelve months. The project limits are a 1, 000-foot wide area centered on the preferred corridor identified in the East County Corridor Study report, from Antioch to Brentwood, including connections to existing Vasco Road and to existing State Route 4 south of Brentwood. The connections to State Route 4 include Balfour Lane, the East Contra Costa Irrigation District, Payne Avenue, and Marsh Creek Road. The Transportation Committee will review this matter on March 8, 1988. IV. CONSEQUENCES OF NEGATIVE ACTION Failure to authorize the execution of a Consulting Services Agreement will result in a twelve month delay of the field survey work.
