SUBJECT: Reimbursement Agreement with Connecticut General Life
Insurance Company (CIGNA)
SPECIFIC REQUEST S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Authorize the Executive Director or his designee to prepare and
execute a Reimbursement Agreement with Connecticut General Life
Insurance Company (CIGNA) for landscaping improvements at the
Buskirk/BART Office Building in the Pleasant Hill BART Station
Redevelopment Project Area.
FISCAL IMPACT
Construction funds from Assessment District 1983-1 administered by
the Agency are available for payment of the noted reimbursement.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The Redevelopment Agency has entered into a Disposition and
Development Agreement (DDA) with Taylor/Ward Properties and
Sonspirit Properties in the Pleasant Hill BART Station
Redevelopment Project Area. The DDA requires the Agency to
reimburse the Developer for costs incurred in replacing landscaping
impacted by right of way dedication and street realignment along
Buskirk, Wayne Drive and Oak Road
In addition, the DDA requires the Developer to make certain
improvements to the unaffected landscaping in order to upgrade the
appearance. The Developer followed a bid process with respect to
this work and received five ( 5) bids. Low bid was submitted by
Sunrise Landscaping of Martinez at $55,400. '

Of this total, $29 ,794 is work that was a result of dedication and
street realignment required by the Agency and therefore appropriate
for reimbursement. The balance, $25,606, is work being done by the
Developer to upgrade the landscaping as required under the DDA.
The Buskirk/BART Office Building is currently owned by CIGNA which
is responsible for carrying out the requirements of the DDA with
respect to their improvements. They will contract with Sunrise
Landscaping for the work and submit a request to the Agency for
reimbursement of its portion. The Agency will not release the total
of its funds until the contract is completed and the work is
approved.
