HomeMy WebLinkAboutMINUTES - 03081988 - 1.38 /.38 , THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA DATE: March 8, 1988 MATTER OF RECORD ----------------------------------------------------------------- --------------------------------------------------------------- SUBJECT: Public Works Department Expansion Program The Board this date approved Design Development Documents for the addition to 255 Glacier Drive, Martinez, for Public Works Department expansion, and approved the use of the County Supervisors Association of California (CSAC) California Counties Lease Financing Authority for deferred financing of said addition. Phil Batchelor, County Administrator, advised that the project would provide increased office space for the Public Works facilities. He noted that the project would be funded through road funds rather than the General Fund. Board members commented on the advantages of using the CSAC funding at an interest rate that will result in substantial savings to the County. RECOMMENDATION APPROVE Design Development Documents for the Addition to 255 Glacier Drive, Martinez, subject to Architectural Division Review Comments dated January 12, 1988, and AUTHORIZE the Director of General Services to instruct the project architect, Jerry Loving, Architect and Associates, Inc. , Walnut Creek, to proceed with the Construction Documents Phase of Services. II . FINANCIAL IMPACT: There are sufficient funds in the plant acquisition account for this project to cover the architectural services which will proceed pursuant to this Board Order. III . REASONS FOR RECOMMENDATIONS/BACKGROUND A. The purpose of the subject project is to provide consolidation of all Public Works Administrative functions into one facility. Presently the maintenance and design sections of Public Works are housed in temporary office trailers behind the Public Works Building. B. The addition and some minor remodeling of existing buildings will ultimately replace the temporary trailers, and replace the existing crowded, inadequate and obsolete conditions with adequate, efficient and fire safe accommodations for current needs. C. On August 25, 1987, the Board approved a consulting services agreement dated June 25, 1987, with, Jerry Loving, Architect and Associates, Inc. , Walnut Creek, for two phases of architectural service: the Schematic Design and Design . Development phases. Both phases of design are now complete. "Design Development Submittals" , dated December 11, 1987, annotated January 12, 1988 by County Architectural Division, 8!x11 in. , consisting of 1 page, title sheet; 2 pages, summary of basic requirements; 42 pages "Outline Specifications" . 2. Twenty four 30x42 in. drawings, dated November 11, 1987 , annotated January 12, 1988 by County Architectural Division: 3 . Statement of Probable Construction Cost dated January 21, 1988, 8!x11 in. , 10 pages. 4. General Services Department, Architectural Division Review Comments of January 12, 1988. E. The Design Development Documents are on file with the Architectural Division of the General Services Department at 1220 Morello Avenue, Suite 100, Martinez. F. The Design Development Documents are an outgrowth of the Schematic Design Documents previously approved by the County Administrator and the user department. They reflect input and are responsive to requirements and suggestions of Regulatory Agencies and the user department. G.
