SUBJECT: California Health Associates , Inc .
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION:
1 . Authorize the Health Services Director to execute Novation
Contract #24-297-19 with California Health Associates Inc . ,
with a Contract Payment Limit of $400, 425 for the period
from July 1 , 1987 through April 29 , 1.988 , for the provision
of Methadone Maintenance Clinic Program Services to clients
through March 4 , 1988 , and administrative close-out activi-
ties through April 29 , 1988 . This Novation Contract
424-297-19 will :
a. Rescind the County ' s thirty-day advance written ter-
mination notice (dated February 2 , 1988 ) which was
issued to California Health Associates , Inc . , by
Stuart McCullough, Assistant Health Services Director ,
for the County pursuant to the Board ' s Order of
February 2 , 1988 , regarding termination of Contract
424-297-17 (as amended by Contract Amendment Agreement
424-297-18 ) for Methadone Maintenance Clinic Program
Services ; and
b. Replace the ten-month extension under Contract Amendment
Agreement #24-297-18 .
2. Authorize the Health Services Director to execute Contract
Amendment Agreement #24-336-8 with California Health
Associates , Inc . , for Basic Adult Care (BAC) Heroin
Detoxification Services to make the following contract
modifications :
a. Change the Contract termination date from April 30,
1988 , to March 4 , 1988 ;
b . Change the Contract Payment Limit from $33 , 333 to
$46 , 020 with no change in the $240. 94 rate per treatment
episode , and with partially completed treatment episo-
des to be paid on a partial rate basis ;

C . Specify the maximum number of treatment episodes for the
reduced contract term for the period from July 1 , 1987 ,
through March 4, 1988 , at 191 treatment episodes ; and
d . Rescind the County ' s thirty-day advance written ter-
mination notice (dated February 2, 1988) which was
issued to California Health Associates , Inc . , by
Stuart McCullough, Assistant Health Services Director ,
for the County pursuant to the Board ' s Order of
February 2 , 1988 , regarding termination of Contract
#24-336-7 for Basic Adult Care Heroin Detoxification
Services .
II . FINANCIAL IMPACT:
Both the Methadone Maintenance Clinic Program Contract and the
BAC Heroin Detoxification Service Contract are fully funded in
the Health Services Department Budget for FY 87-88 as follows :
1 . The Methadone Maintenance Clinic Program Contract 424-297-19
is funded approximately 93% by Federal Medi-Cal , Federal
Block Grant and State Drug Program Funds and 7% by County
funds , estimated as follows :
$372 , 395 Federal and State Funds
28 , 030 County Funds
$400 , 425 Contract Payment Limit
2. The $46 , 020 Payment Limit for the BAC Heroin Detoxification
Services Contract Amendment Agreement #24-336-8 is funded
100% by County funds as part of the Basic Adult Care Program
administered by the Contra Costa Health Plan .
III . REASONS FOR RECOMMENDATIONS/BACKGROUND:
These actions are part of the process to transfer operation of
the methadone maintenance and heroin detoxification service
programs to two new providers , effective March 1 , 1988 , namely
Bay Area Addiction Research and Treatment , Inc . , and California
Detoxification Programs , Inc . , respectively, with actual client
service delivery to start on March 5, 1988 . The process of
changing providers for these services programs will have the
effect of reducing County costs , as previously reported to the
Board .
