SUBJECT: Workshop on Hazardous Waste Managment Plan with the
Hazardous Materials Commission.
On this datell, the Board of Supervisors held a workshop with
members of the Hazardous Materials Commission on the draft of the
Hazardous Waste Management Plan.
Paul De Falco, Jr. , Hazardous Materials Commission, commented off„
the draft Hazardous Waste Management Plan and the need to submit the
draft plan to thei' State for review. Mr. De Falco introduced Leslie
Stewart, Chair of'iithe Management Committee, and a representative of
the public sector�, on the Commission; and he also introduced Bryant
Fischback, Chair of the Planning Committee and representative of the
business sector.
Mr. De Falcolreviewed various aspects of the plan with the Board,
and addressed concerns and questions by the Board.
Supervisor Fanden and Supervisor McPeak both expressed
appreciation for the Commission' s efforts on the Hazardous Waste
Management Plan.

SUBJECT: Release of Draft Hazardous Waste Management Plan Wu� �t�
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Direct the Community Development Department to release the draft
Contra Costa County Hazardous Waste Management Plan for review by
the State Department of Health Services, cities and other inter-
ested agencies and individuals.
FINANCIAL IMPACT'
State funds have been provided for development of the Hazardous
Waste Management Plan.
BACKGROUND/REASONS FOR RECOMMENDATION
AB2948 ( 1986) authorizes counties to develop Hazardous Waste
Management Plans;. The Board of Supervisors delegated responsi-
bility of drafting the plan to the County Community Development
Department and requested the Hazardous Materials Commission to
directly work with staff to develop the plan and make a recommend-
ation to the Board at various stages of plan development. State
law requires that the draft plan be sent to the State Department
of Health Services by March 31, 1988.
At the March 23 , 1988 , meeting of the Hazardous Materials Commis-
sion, the Commission reviewed the draft plan and directed staff
to make several changes to the plan prior to submission to the
Board of Supervisors. These changes have been made to the plan
the Board will consider on March 29, 1988.
The Commission wishes to remind the Board that this is a draft
plan which will likely be substantially revised in response to
comments received by the State Department of Health Services and
others. There are several issues in the plan which the Commis-
sion intends to review in further detail prior to finalizing the
plan. The Commission is planning to sponsor public hearings on
the plan and on the Environmental Impact Report that will be
completed for the plan.

The Board held a public hearing, Paul DeFalco introduced the draft document. ' Henry Clark,
representing the West County Toxic Coalition for the communities of North Richmond, Parchester '.
Villaoe andthesurrounding areas, expressed opposition to citing-:incinerators for toxic waste
in the County, particularly in the North Richmond area. Julian Frazer, Martinez, expressed
opposition to incineration;, of toxic waste. The Board expressed their appreciation to Mr.
DeFalco and the Hazardous Materials Commission for their efforts in developing the draft and
