HomeMy WebLinkAboutMINUTES - 03291988 - S.8 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on March 29, 1988 , by the following vote: AYES: Supervisors Powers, Fanden, McPeak, Torlakson NOES: None ABSENT: Supervisor Schroder ABSTAIN: None SUBJECT: Human Relations Commission Actions at Concord Naval Weapons Station Protest Site Fred Persily, Director of the Contra Costa County Human Relations Commission, appeared before the Board and presented the attached report on the status of mediation efforts between the residents of Clyde and members of the Nuremberg Action Group protesting at the Concord Naval Weapons Station. Mr. Persily stated that he had been requested by representatives of both sides to continue to work to develop an agreement that would resolve the issue. He noted, however, that if he continued with the mediation efforts, he would be unable to meet the time commitment on the Hate Violence Project according to the terms of the grant received from the San Francisco Foundation. After discussion by Board members, IT IS ORDERED that the issue of the Human Relations Commission's mediation efforts at the Concord Naval Weapons Station protest site and the Commission's efforts to meet its commitment on the Hate Violence Project is REFERRED to the Internal Operations Committee for review. cc: Internal Operations Committee Human Relations Commission County Administrator i hereby certify that this is a true and correct copy of an action taken and entered on the minutes of the Board of Supervisors on the date shown. These include but are not limited to: 1. Keeping the street to Clyde open; 2. Minimizing the appearance of an encampment rather than a vigil at the entrance to Clyde; 3. Parking problems. People representative of the concerns of a large number of Clyde residents are aware of the County's efforts to remove the items in the roadway and do not want the mediation efforts to interfere with its efforts to remove the encroachment. However, there is some concern that the County's efforts may result in increasing tensions and attracting more people to the protest sight. If the Human Relations Commission is to continue its efforts, the Director of the Human Relations Commission will need to: 1. Assist each group form a negotiation committee to represent the interest of their respective constituencies; 2. Train each committee how to negotiate on behalf of its constituencv; 3. Help formulate an understanding acceptable to both groups on how the eventual agreement would be monitored and enforced; 4. Develop and implement ground rules for mediating an agreement. Page Two Status Report Clyde Protest This effort will delay the Commission's work on the (late/Violence Project and the Commission needs support from the Board to enable it to meet its commitment to the San Francisco Foundation Project.
