SUBJECT: Proposed Tri-Valley Wastewater Project
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Rescind the County position of opposition to the proposed
Tri-Valley Wastewater project "until a comprehensive land use
and infrastructure plan has been prepared for the Tri-Valley"
which was adopted on February 9 , 1988.
2. Establish a positive process of dialogue with representatives
of the agencies which make up the Tri-Valley Wastewater
Management Authority to attempt to resolve the remaining
issues of concern to this County.
3. Establish Supervisors Schroder and Torlakson as the County' s
contacts for this effort to resolve outstanding issues.
4. Request the Community Development Department be responsible
to monitor the project and keep the Board apprised of any
developments relevant to this County' s interest.
FISCAL IMPACT
No direct impacts beyond those of arranging and attending meetings
for the staff and the Board.
BACKGROUND/REASONS FOR RECOMMENDATIONS
Since the County adopted its position in opposition to the
Tri-Valley Wastewater project, Supervisors Schroder and Torlakson
and Community Development Department staff have met with represen-
tatives of the Tri-Valley Wastewater Authority. This was done in
accordance with the Board' s further consideration on this matter on
February 23, 1988. As a result of that meeting we feel that it
would be helpful if the Board of Supervisors rescinded their

Supervisor Torlakson announced that Supervisor Schroder had been
called for Jury Duty and because they had both attended the meeting on
the proposed project, he would like to have Supervisor Schroder
participate in the decision. The Board heard testimony in opposition
to the project from Mark Evanoff of People for Open Space, and Gail
Bishop, 2800 Finley Road, Pleasanton. Bob Whitley, President and
General Manager, Tri-Valley Wastewater Management Authority, welcomed
the opportunity to work with the Board and staff. to find a mechanism
to resolve the issue. As recommended by Supervisor Torlakson, the
matter was continued to April 5, 1988 on the determination calendar.
