SUBJECT: REAUTHORIZING THE CORRECTIONAL AND DETENTION SERVICES
ADVISORY COMMISSION AND MAKING APPOINTMENTS THERETO
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
Accept this report from the Correctional and Detention Services Advisory Commision
and adopt recommendations as follows:
1. Reauthorize the Correctional and Detention Services Advisory Commission for
another two-year period, ending April 1, 1990, by amending Resolution #82/470,
Section M, Sunset Clause.
2. Reappoint the following members to two-year terms ending March 31, 1990.

REASONS FOR RECOMMENDATIONS/BACKGROUND:
The work of the Commission in the past two years has focused largely on adult
detention system overcrowding and on planning for the new County detention facility.
In order to maximize the efficiency of various advisory groups and to coordinate the
input of citizens, the Commission designated three members to represent it on the
West County Justice Center Advisory Group. Your Board has received regular progress
reports on the new jail project. This Commission has also spent considerable effort
exploring the issue of inmate labor. It has worked closely with the Sheriff's Dept.
in developing a program of utilizing County employees assigned to the General
Services Dept. as crew leaders supervising inmates, doing maintenance work within
facilities that otherwise would not be done. Severe overcrowding has taxed the..
infra-structure of these facilities and the level of maintenance. has been degraded.
However, the Sheriff's Dept. has not yet been able to implement the recommendations
of the Commission in this area due to the opposition of. the Local 1.

Currently discussions are under way between the Sheriff's Dept. and the Union and
hopefully this issue will be resolved in the near future. This would permit a number of
inmates to do productive work within the facilities.
With much of the work related to the West County Justice System behind it, the
Commission has developed a work plan for this year which includes the following:
expansion of the Sheriff's Work Alternative Program, participation in the development of
the Marsh Creek Master Plan, use of inmate labor and general maintenance of county
detention facilities, review of modifications at the Martinez Detention Facilities
related to better housing of mentally ill inmates and treatment staff, further
exploration of various alternatives to incarceration, judicial bottlenecks and
electronic monitoring, further work on inmate education and development of a jail
industries program, and review of the need for county jail sites in the future.
The members being recommended for reappointment represent only those members whose
terms expire on March 31, 1988.
