SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND
JUSTIFICATION
I. Recommended Action:
a) APPROVE Exchange Agreement and AUTHORIZE Conveyance of
excess County property at Miller Center-West in the
Richmond area to Homestead Development Company, Inc. or
assigns, in exchange for fencing, gates, driveway
improvements and signs.
b) FIND that the excess land is no longer necessary for
County or other public use, pursuant to Government Code
Section 25526.5.
C) AUTHORIZE the Board Chair to execute a Grant Deed on
behalf of the County.
d) AUTHORIZE the General Services Director to execute said
Exchange Agreement on behalf of the County.
II. Financial Impact:
Homestead Development Company, Inc. to pay for conveyance
costs.

III. Reasons for Recommendations and Background:
Development of Subdivision 6926 requires the relocation of
the Miller Center-West driveway entrance at Hillview Drive.
Reconstruction of the driveway leaves a portion of the
entrance way area excess. The exchange of excess land
affords the County an opportunity to improve its property at
no public cost.
IV. Consequences of Negative Action:
Loss of substantial improvements to County property at no
cost.
