MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: March 29, 1988 SUBJECT: PROGRAM SUPPLEMENT #64, WHICH PROVIDES FEDERAL HAZARD ELIMINATION AND SAFETY FUNDING FOR PRELIMINARY ENGINEERING ON THE SAN PABLO DAM ROAD 5TH LANE (PROJECT NO. 0662-6R4076-85) 'Specific Request(s) or Recommendation(s) & Background & Justification I. RECOMMENDATION Approve and authorize the Chairman of the Board of Supervisors to execute Program Supplement #64 which provides approximately $11,900 in federal Hazard Elimination and Safety (HES) funds for preliminary engineering on the San Pablo Dam Road 5th Lane project. II. FINANCIAL IMPACT This supplement provides reimbursement for 90 percent of the preliminary engineering costs that the County has incurred to date. The HES program funds 90 percent of the estimated project cost. The County must provide the remaining 10 percent. III. REASONS FOR RECOMMENDATION/BACKGROUND On June 21, 1977 , the Board approved County-State Master Agreement No. 04-5928 for the funding of Federal Aid Projects. On December 18, 1985, Contra Costa County qualified for federal HES funds to restripe San Pablo Dam Road between Appian Way and May Road. The project would have provided a center two-way left turn lane by moving the through traffic lanes out onto the paved shoulders. While evaluating alternatives to the proposed project, it was discovered that the existing roadway shoulders would not support automobile traffic. Because the cost of shoulder reconstruction and pavement widening exceeded the available funds from the HES program, it was decided to postpone the project until an alternate funding source could be found. Caltrans and the Federal Highway Administration have determined that the County, can be reimbursed for the federal share of the preliminary engineering costs incurred to date. The Transportation Committee will review this matter on March 21, 1988 . IV CONSEQUENCES OF NEGATIVE ACTION If the program ,supplement is not approved, the County will have to absorb the 'entire cost of the environmental clearance and preliminary engineering for the project.
