Action on March 22 , 1988 C4LM SUBJECT: Traffic Congestion Relief around the Pleasant Hill BART Station SPECIFIC REQUESTS} OR RECOMMIENDATION(S) & 11ACKrxR0UND AND JUSTIFICATION RECOMMENDATION Refer to the Pleasant Hill BART Specific Plan Review Committee the following measures for consideration and assessment to relieve future traffic congestion around the Pleasant Hill BART Station: a) application of the Traffic Zone Management (TZM) performance standards for Central Business District as adopted by the General Plan Congress (this would decrease the traffic level objections around the station to mid-Level E and would set higher standards for traffic reduction by the development around the BART station) ; b) reduction of allowable density (FAR) of construction, provided the financial requirements of new infrastructure can be met; C) feasibility of increasing TSM goals to require less single-occupant vehicle use by tenants and employees by establishing a comprehensive system of park and ride lots outside the BART area; d) feasibility of annexing the Pleasant Hill BART Station to the City of Pleasant Hill. BACKGROUND Although the Pleasant Hill BART Specific Plan was developed with the cooperation of several public agencies and the homeowners groups through years of public meetings and hearings, the regional growth and increase in traffic requires the Board of Supervisors to take aggressive steps to mitigate the future traffic congestion at the Pleasant Hill BART Station. ACTION OF BOARD ON APPROVED AS RECOMMENDED --±L OTHER The Board agreed to the above recommendations as matters for discussion, indicated that it would be appropriate to discuss some sort of revenue sharing agreement in conjunction with discussing annexation, and declared that the development and traffic impact around the Pleasant Hill Bart Station area is a Matter of regional concern that must be dealt with on a regional basis. The Board agreed to adding a representative of the City of Concord to the Committee, appointed Supervisors McPeak and Schroder as the Board' s representatives on the Pleasant Hill BART Specific Plan Review Committee, and requested staff to make a presentation at the next meeting of the Committee to bring eveyone up to date on what has transpired in the past. The Board requested County Counsel to review and report on the legal, tax and revenue implications related to the matters of discussion.
