HomeMy WebLinkAboutMINUTES - 03221988 - S.2 TOt BOARD OF SUPERVISORS Contra FROM) supervisor Tom Powers Costa DATEt March 15, 1988 County SUBJECT$ Trial Court Delay Program , SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: That the County Administrator develop, as a major priority, a Trial Court Delay Program. The Program would include the development of an information and management system to track cases through the justice . system in order to reduce jail overcrowding and judicial system delays. BACKGROUND: Contra Costa County has the lowest incarceration rate in the state of California, yet our jails are overcrowded. Our courts have the fewest judges per our population compared to most courts in the State, and yet we have avoided delays in processing cases. All of the departments in the County's justice system have done an outstanding job in moving cases forward as quickly as possible and eliminating incarcerations without threatening the public safety. This has been accomplished through a great deal of cooperation by the justice departments and the County Justice System Executive Council . While we have recognized the outstanding work that our justice system department heads and their staff have done, we need to make additional progress in supporting their efforts to achieve an efficient and rapid dispensation of justice on behalf of the public. In order to further assist the department heads we need to be able to provide for them detailed information concerning the kinds of cases which are in the system, the kinds of prisoners who are in our jails, county farms, and work furlough programs. With an automated system program, our judicial administrators will have the tools necessary to make refinements and adjustments to the judicial system. The trial court delay program is a model that has been reviewed by other counties and the State Judicial Council . Both county jail funding and State Judicial Council funds are available to accomplish modernizing our information system. The County Administrators office should take immediate steps to accomplish this court management system.'
