Direct County Counsel to prepare an ordinance expanding the Human Relations Commission from 15 to 18 members and return the ordinance to the Board March 29 for introduction , and calendar the ordinance for adoption on April 5, 1988. 2 . Indicate the intent of the Board to appoint the following individuals to the Human Relations Commission and direct the Clerk of the Board to schedule these appointments on the Consent calendar for May 10, 1988: o To the existing vacancy for a term expiring November 4, 1990: Wendell H. Williams 67 Orchard Estates Drive Walnut Creek, CA 94598 o To one of the newly created seats, for a term expiring November 4, 1990: Kenneth R. Stanley 1013 Chadwick Circle Pittsburg, CA 94565 .o To one of the newly created seats, for -a term expiring November 4, 1989: Ronald R. Reagan 363 Kinross -Dr. Walnut Creek, CA 94598 3 . Indicate the Board' s intent to make every effort to appoint an Hispanic woman from the 5th District to the remaining new seat on the Human Relations Commission. 4 . Several candidates have been interviewed both by a subcommittee of the Commission and by the 1987 Internal Operations Committee. There is general agreement that Mr. Williams would be an outstanding addition to the Commission bringing, as he does, the unique perspectives of the private sector as well as many years of personal commitment to the field' of human rights At the same time, our Committee believes that the gay community and the fundamentalist religious community should also be represented on the Commission. In an effort to resolve this dilemma we have agreed to recommend the expansion of the Commission in order to permit the appointment of Mr. Stanley and Mr. Reagan. Our Committee is sensitive to the concerns which have been expressed by some members of the Commission that expanding the Commission can establish a precedent where there will be pressure in the future to expand the Commission to meet the needs of .other groups. We are also ,sensitive to the concern that this expansion will dilute the representation of women on the Commission. It is our Committee' s clear . intent that this expansion be the single instance in which the Commission is expanded. In addition, we have specifically asked that the Board declare its intent to appoint an .Hispanic woman from the 5th District to the Commission for the remaining newly created seat on the Commission.
